On June 17, the first ITU’s large-scale Tech360: Policy, Talents & Growth event united over 50 expert speakers from both the public and business sectors in Kyiv and online. The brand-new event became a unique platform for sharing experiences, strategic decisions and discussing key technology development topics.
During the entire day of the event an effective 360° networking took place: Attendees had the opportunity to address the most pressing industry issues, share innovative solutions, and uncover new cooperation opportunities.

The Tech360: Policy, Talents & Growth event is the synergy of three areas that the IT Ukraine Association has been working on for over 20 years: education development, dialogues with the government, and scaling. Thank you for your work, donations, taxes, and support. We must be the most motivated nation in the world, as we have no other choice but to keep moving forward. The ‘State & Technology: Strategic Alliance’ track covered the challenges and regulation of artificial intelligence on Ukraine’s path to European standards, address current legal and strategic issues at the intersection of technology and law in the IT industry, and emphasise the importance of close cooperation between the state, the army and the IT business.
The ‘Human First: Recruitment, Development, Motivation’ track explored modern approaches to human capital development, opportunities for professional growth in a globally competitive environment, AI, the reality of the labour market in 2025, workforce preparation for real needs, the synergy between EdTech, the government, and business and the adaptation of veterans to the IT industry.
As part of the ‘Beyond the Code: Development and Scaling of IT Business’ track, we explored effective strategies for promoting IT products in international markets, new approaches to building brands and marketing campaigns, successful cases of Ukrainian IT companies entering the USA, EU, LATAM, and MENA, the balance between exporting IT services and developing technological solutions for the domestic market, VC and M&A during the storm, and the features of communications in the IT market.
Together with the IT Ukraine Association, we opened Tech360: Policy, Talents and Growth, supported by UKRSIBBANK BNP Paribas Group. This conference became a platform for dialogue between the tech community, business, education, and government. And this is exactly what defines the country’s development trajectory. Mykhailo Fedorov, Vice Prime Minister for Innovations, Development of Education, Science and Technologies –– Minister of Digital Transformation of Ukraine, in a public interview, spoke about the development of modern technologies, promotion of IT products, and the integration of AI into all state processes. The Minister also shared the initial results of the work of the WINWIN AI Center of Excellence and outlined an ambitious goal: by 2030, to place Ukraine among the top three global leaders in the development and implementation of AI.
Mykhailo Fedorov paid particular attention to the creation of a sovereign large language model (LLM) and the development of a national AI infrastructure. According to Mr Fedorov, the development of Ukraine’s own model has already begun, which will become the foundation for state and business decisions.

We believe that the development of technological solutions within a unified ecosystem of consumers, businesses, fintechs, and the government can create additional value both for the country’s economy and for each citizen. Ukraine is a recognised technological leader — both in the field of digital payments, where the country today ranks as one of the world leaders in the development of NFC payments, and in a broader context. Our research shows that 49% of Ukrainian entrepreneurs see IT services as the most promising export potential of the country. These achievements are the result of openness to innovation, the boldness of our entrepreneurs, the drive of startups, and the talent of development teams. The awards ceremony of Tech360: Brand Impact 2025—organised by the IT Ukraine Association—concluded the event’s agenda, recognising solutions and achievements that address key challenges in business and industry development. The Award highlighted dozens of projects across five categories — GR, Growth, Talents, Support for Victory, and Industry Landmark Project — that amplify the impact of IT companies, support the state, promote technologies, and foster talent development.
Tech360: Policy, Talents & Growth is an IT community and its support. One of the speakers at the event was Ksenia Semenova, acting president of the State University “Kyiv Aviation Institute”.
