Yesterday, on August 7th, an online session was held as part of the ITU Global Talks international webinars, organised by the IT Ukraine Association with the participation of the legal partner — Tretten Lawyers. The topic of the session was ‘IT Business in Romania: Taxes and Real Cases’.
The speaker, Maksym Nosarev, Founder&CEO, shared his experience and discussedthe advantages of doing business in Romania for IT companies.

One of the key advantages is the special tax regime for micro-enterprises: companies can pay only 3% of their turnover, which is beneficial for businesses with high margins, such as consulting. However, it is important to note that from 2026, Romania plans to lower the income threshold for micro-enterprises to €100,000, after which companies will be required to switch to the general taxation system.
Additionally, the comparison of Romania with other popular jurisdictions, particularly Estonia, was discussed. While Estonia has long been a leader in IT activity due to its digital capabilities and tax incentives, Romania offers its own tax advantages, including the opportunity to obtain a residence permit through company formation. Unlike Estonia, where it is challenging to establish a company without physical presence, Romania allows for the remote formation of companies without the need for founders to be physically present.
Other important aspects that were discussed include the stability of Romania’s tax system and the ability to optimise taxes through international holding structures. Romania also offers dividend benefits for holding companies, allowing for reduced tax burdens when repatriating funds.
Thanks to its favourable conditions for the IT sector, stable economy, and tax incentives, Romania is becoming an attractive jurisdiction for establishing IT companies.
