On November 12, the annual START conference, organized by AIN.UA and KAMA, took place in Kyiv to discuss the current state of the global and Ukrainian IT market.
One of the key highlights of the event was the panel discussion titled “The New Reality of Ukrainian IT: A Company Market, Not a Candidate Market,” in which Olena Samborska, President of IT Ukraine Association and Managing and HR Director of DXC Luxoft in Ukraine, participated.

The discussion was moderated by Oleksandr Strelnykov, Editor-in-Chief of AIN, who, together with the speakers, examined current trends in Ukraine’s labour market.
Olena Samborska noted that the IT industry is currently experiencing a turbulent phase in the global market, with significant differences in the situation of Ukrainian companies. Some are facing staff reductions, while others have reported substantial hiring throughout the year. This showcases the industry’s adaptability in times of economic uncertainty.
Olena attributed the improvement in hiring among companies operating in global markets to positive economic shifts and the absence of sharply negative forecasts. Another contributing factor is the proactive nature of these companies and their ability to demonstrate efficiency and retain clients.
According to her, the outlook for 2025 largely depends on the state of the markets and, most importantly, the stability of demand from clients and partners. Workforce reductions reflect broader market trends where tech companies strive to enhance efficiency and maintain resilience in response to challenges.
In conclusion, Olena Samborska emphasised that in the face of economic instability and global transformations caused by Russia’s military aggression, even the most innovative Ukrainian companies, well-known abroad, particularly in the U.S. market, are compelled to adapt. Nevertheless, the situation remains unique to each company.
