A major event, organised by the IT Ukraine Association — Tech360: Policy, Talents & Growth — took place on June 17th and brought together over 50 thought leaders and experts from both the public and private sectors as speakers, as well as more than 600 attendees both offline and online.
The ‘Human First: Recruitment, Development, Motivation’ track explored modern approaches to human capital development, opportunities for professional growth in a globally competitive environment, AI and recruitment automation, the reality of the labour market in 2025, workforce preparation for real needs, the synergy between EdTech, the government, and business and the adaptation of veterans to the IT industry.
Panel discussion “The Public Demand and Realities of the IT Business: How to Ensure Dignified and Effective Employment for Veterans” was moderated by Denys Grynov, Head of EPAM Campus and Vice President of Educational Affairs at ITU, featured the following speakers:
Panelists emphasised that current initiatives focus on integrating veterans into civilian life and their employment in the IT sector. Today, the government, civil sector, and businesses are actively cooperating. Professional adaptation programs and changes in professional standards are crucial steps in helping veterans not only return to work but also gain equal opportunities in the labor market. Veterans no longer seek privileges, they aspire to integration through the creation of new opportunities.
The veteran policy strategy for 2030, the ‘Battle-Hardened Qualifications’ project, and the “Career for Veterans” online platform all contribute to their successful reintegration into the workforce. The career-educational project IT Connect UA, which has partnered with the IT Ukraine Association as a strategic partner, is already helping Ukrainians both within Ukraine and abroad to start careers in the national IT sector, gain knowledge, support, and professional growth in partnership with industry leaders.

Panel discussion “Code for Change: How Business and Government Are Reprogramming Education” was moderated by Volodymyr Strashko, CEO of Unicorn School, EDMAPS, featured the following speakers:
Ukrainian education is growing alongside the labor market. The demand for specialties such as Frontend, AI, and PPC reflects students’ desire to quickly enter the workforce. However, the market still lags in demand for specialists, with changes occurring with a delay of up to 5 years. Yet, progress is already noticeable: qualification centers that enable quick validation of qualifications are helping people enter the job market. It is expected that by Ukraine’s accession to the EU in 2030, more than 100 new state educational institutions will be established, with universities being consolidated over time, leading to positive outcomes. Education quality must foster competition, and the Ministry of Education and Science should create conditions for market development.
Battle “State vs. Private Education for the Tech Market: Who is Shaping the Workforce for Ukrainian IT Companies?” was moderated by Illia Filipov, CEO and Co-founder of EdEra, among the speakers were:
Ukraine’s higher education system has significantly increased the number of IT-specialty graduates, reaching 180.4 thousand from 2019 to 2024. However, 45% of IT specialists have undergone additional courses outside of universities. The most popular fields remain Front-end, QA, Python, and Java. Although more graduates from state universities work in IT companies, private universities remain more adaptable to business processes. The reform of corporate governance and the establishment of supervisory boards in universities may change the situation, providing an opportunity for state universities to become more flexible and responsive to market demands.

Among the insights shared: currently, 10.5 million people are officially employed in Ukraine, of which 3 million work in the public or municipal sectors. At the same time, nearly 6 million are part of the informal economy, and 4.5 million are internally displaced persons. Technology plays a crucial role in boosting the country’s GDP, as the development of technologies requires skilled professionals. Therefore, it is essential to effectively engage with the youth and develop IT solutions for people with disabilities, bioprosthetics, and care for the elderly.
