Key Takeaways of TALENTS-track at Tech360: Policy, Talents & Growth

A major event, organised by the IT Ukraine Association — Tech360: Policy, Talents & Growth — took place on June 17th and brought together over 50 thought leaders and experts from both the public and private sectors as speakers, as well as more than 600 attendees both offline and online.

 

The ‘Human First: Recruitment, Development, Motivation’ track explored modern approaches to human capital development, opportunities for professional growth in a globally competitive environment, AI and recruitment automation, the reality of the labour market in 2025, workforce preparation for real needs, the synergy between EdTech, the government, and business and the adaptation of veterans to the IT industry.

   

Panel discussion “The Public Demand and Realities of the IT Business: How to Ensure Dignified and Effective Employment for Veterans” was moderated by Denys Grynov, Head of EPAM Campus and Vice President of Educational Affairs at ITU, featured the following speakers:

 
  • Yuliia Kyryllova, Deputy Minister for Veterans Affairs of Ukraine;
  • Natalia Halunko, HR Director of UKRSIBBANK BNP Paribas Group;
  • Kostiantyn Tatarkin, Veteran, Advisor to IREX.
 

Panelists emphasised that current initiatives focus on integrating veterans into civilian life and their employment in the IT sector. Today, the government, civil sector, and businesses are actively cooperating. Professional adaptation programs and changes in professional standards are crucial steps in helping veterans not only return to work but also gain equal opportunities in the labor market. Veterans no longer seek privileges, they aspire to integration through the creation of new opportunities.

 

The veteran policy strategy for 2030, the ‘Battle-Hardened Qualifications’ project, and the “Career for Veterans” online platform all contribute to their successful reintegration into the workforce. The career-educational project IT Connect UA, which has partnered with the IT Ukraine Association as a strategic partner, is already helping Ukrainians both within Ukraine and abroad to start careers in the national IT sector, gain knowledge, support, and professional growth in partnership with industry leaders.

   

Stanislav Shum, CEO of Top Lead, presented the research ‘Veteran Policies of Ukraine’s Largest Companies: Veterans — Today,’ which revealed the following:

 
  • 89% of veterans consider misunderstanding of their needs by society as likely or very likely;
  • as of June 2025, Ukraine has 1.3 million veterans, 800,000 of whom became veterans after 2022;
  • It is expected that after the war, the number of veterans and their families will reach 6 million;
  • the most common support practices for veteran colleagues include psycho-emotional support programs (71%), medical expense coverage (61%), adapted training and mentorship systems (55%), and workplace adaptations for people with disabilities (45%);
  • a third of companies employ veterans as IT specialists, and 16% of veterans express interest in working in the IT sector, highlighting the importance of developing career opportunities for them.
   

Panel discussion “Code for Change: How Business and Government Are Reprogramming Education” was moderated by Volodymyr Strashko, CEO of Unicorn School, EDMAPS, featured the following speakers: 

 
  • Serhii Babak, Member of Parliament of Ukraine, The Head of Committee on Education, Science and Innovations in the Verkhovna Rada (the Parliament) of Ukraine;
  • Taras Kytsmey, Co-founder and Board Member at SoftServe, President of the ITU;
  • Mychailo Wynnyckyj, Deputy Minister of Education and Science of Ukraine;
  • Dmytro Romaniuk, Chairman of the Supervisory Board of Vasyl Stefanyk Carpathian National University.
 

Ukrainian education is growing alongside the labor market. The demand for specialties such as Frontend, AI, and PPC reflects students’ desire to quickly enter the workforce. However, the market still lags in demand for specialists, with changes occurring with a delay of up to 5 years. Yet, progress is already noticeable: qualification centers that enable quick validation of qualifications are helping people enter the job market. It is expected that by Ukraine’s accession to the EU in 2030, more than 100 new state educational institutions will be established, with universities being consolidated over time, leading to positive outcomes. Education quality must foster competition, and the Ministry of Education and Science should create conditions for market development.

   

Battle “State vs. Private Education for the Tech Market: Who is Shaping the Workforce for Ukrainian IT Companies?” was moderated by Illia Filipov, CEO and Co-founder of EdEra, among the speakers were:

 
  • Yaroslav Prytula, Senior Vice-Rector of UCU, founding dean of the Faculty of Applied Sciences; 
  • Kseniia Semenova, Acting president State University «Kyiv Aviation Institute».
 

Ukraine’s higher education system has significantly increased the number of IT-specialty graduates, reaching 180.4 thousand from 2019 to 2024. However, 45% of IT specialists have undergone additional courses outside of universities. The most popular fields remain Front-end, QA, Python, and Java. Although more graduates from state universities work in IT companies, private universities remain more adaptable to business processes. The reform of corporate governance and the establishment of supervisory boards in universities may change the situation, providing an opportunity for state universities to become more flexible and responsive to market demands.

   

During the interview “Who Will Work Tomorrow? How to Overcome the Demographic Pressure on Ukraine’s Economy” was moderated by Volodymyr Landa, Senior Economist at the Centre for Economic Strategy, with the participation of:

 
  • Oksana Zholnovych, Minister of Social Policy of Ukraine;
  • Galyna Datsiv, VP of Learning and Development at SoftServe.
 

Among the insights shared: currently, 10.5 million people are officially employed in Ukraine, of which 3 million work in the public or municipal sectors. At the same time, nearly 6 million are part of the informal economy, and 4.5 million are internally displaced persons. Technology plays a crucial role in boosting the country’s GDP, as the development of technologies requires skilled professionals. Therefore, it is essential to effectively engage with the youth and develop IT solutions for people with disabilities, bioprosthetics, and care for the elderly.
