Additional Voucher Round Now Open for Replacing 1C/BAS Software

IT Ukraine Association, in partnership with the German Federal Company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, announces an additional open call under the pilot programme “Digital Transformation Vouchers for MSMEs”. The initiative aims to support the digitalisation of Ukrainian micro and small businesses through non-repayable financial incentives to help them replace hostile Russian 1C/BAS software with modern ERP systems.

 

In 2025, Ukraine recorded over 6,000 cyber incidents — a third more than the previous year. One of the vulnerabilities exploited by attackers is Russian software installed at Ukrainian enterprises, such as 1C or BAS. The use of hostile software poses a direct threat to the cybersecurity, stability and financial resilience of any business. The programme is designed to provide businesses with financial support for a swift and secure transition to reliable digital solutions.

 

Experience from the first stage of the programme showed that migrating away from Russian software requires strong team engagement and a realistic assessment of a company’s internal capacity and resources. Following changes to the digital transformation plans of some first-wave participants, along with the need for additional preparation of internal infrastructure ahead of the transition from 1C/BAS, a number of voucher places have become available for new participants. The organisers are therefore opening an additional window of opportunity for motivated Ukrainian businesses: if you missed the first open call but now have a clear understanding of your resources and are ready to act, this additional round is for you.

 

Financial and technical scope of the voucher

 

Each selected participant will receive a voucher for the implementation of new accounting-module software worth up to UAH 121,000 (inclusive of all taxes and fees). The voucher covers:

  • Purchase of software licences/subscriptions available on the Digital Solutions Marketplace for business;
  • Customisation, configuration and implementation services to adapt the ERP system to the company’s specific business processes;
  • Migration of critical data from previous accounting systems;
  • Staff training on the new digital product.
 

Who can apply?

 

The competition is open to micro and small enterprises officially registered in Ukraine as legal entities or sole proprietors (Group 3), operating for at least two years, in sectors with high export potential and added value:

  • Food industry (processing and manufacturing)
  • Woodworking and furniture manufacturing (deep processing)
  • Light industry (textiles, clothing, footwear)
  • Electronics and instrument engineering
  • IT companies (developers of their own products or service exporters)
 

Applicants must also have no sanctions risks or tax liabilities. The organisers further emphasise the importance of internal readiness: to successfully implement an ERP system, a business must assign a dedicated internal team, have basic technical infrastructure in place, and be prepared for co-financing to ensure continued software support once the voucher period ends.

 

When assessing applications, consideration will be given to applicants’ compliance with social responsibility criteria:

  • Women-led businesses: companies owned by women or where women hold over 50% of leadership positions.
  • Veteran-led businesses: enterprises founded by veterans, or that actively employ veterans and internally displaced persons.
  • Relocated enterprises.

Application deadline: 28 July 2026. Places are limited, so the organisers recommend applying without delay.

Important: Should an enterprise be selected, its representative is required to complete a free training course, “ERP Systems for Business: Selection, Implementation, Results” (online).

Group information sessions will be organised for applicants requiring further clarification on participation terms, covering the key stages of project implementation and how the voucher can be used. The exact number of sessions will depend on the number of applications received, and dates and times will be communicated individually to each applicant.

 
 

The initiative is implemented under the international cooperation programmes DT4SME and STEP IN 2 EU, co-financed by the governments of Germany and Norway and the European Union under the EU4Business initiative, and delivered by the German Federal Company GIZ. IT Ukraine Association is the executing partner of the programme.
