ITU Convenes a Member Working Group on the National Revenue Strategy of Ukraine

The Government Relations (GR) department of the IT Ukraine Association has established a specialised working group to formulate the Association’s position on the National Revenue Strategy of Ukraine (NSD)—unveiled by the Cabinet of Ministers of Ukraine (CMU) in late December 2023—with a goal of minimising the risks for the IT industry.

 

The working group comprises 30 members: #ITUMember companies’ representatives, ITU GR Department Director Olga Shpachenko and GR Manager Denys Yevdokymenko.

 

As a result of the formal vote on the February 1st convention of the Group, the following strategic focus areas were identified:

  • Safeguarding the integrity of the ‘Diia.City’ tax policy, covering personal income taxation for employees and independent contractors.
  • Conducting a thorough analysis of the so-called “Polish tax model,” the NSD’s foundational framework.
  • Implementation of a progressive income tax scale, signifying a gradual rise in tax rates in alignment with income levels.
  • Evaluating the State Tax Service (DPS) access to the accounts and the provisioned DPS’s right to seize accounts sans a court order.
 

The working group is to review all government draft regulations geared towards executing the NSD. To this end, it has established subsequent steps for each topic and identified members to coordinate each of the subtopics.

 

We have discussed the World Bank meeting outcomes and outlined our plan for the bilateral talks to come,
