The “State & Technology: Strategic Alliance” track will cover the challenges and regulation of artificial intelligence on Ukraine’s path to European standards, address current legal and strategic issues at the intersection of technology and law in the IT industry, and emphasise the importance of close cooperation between the state, the army, and the IT business.

- Oleksandr Tsybort, Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformation and Digitalisation — Head of AI implementation in government business services, including ePermit, Pulse and Work in Ukraine.
- Anatolii Komirnyi, Deputy Minister of Infrastructure of Ukraine for Digital Development, Digital Transformations and Digitalisation — Deputy Minister of Infrastructure for Digital Development (2021–2025), Deputy Minister of Social Policy for Digitalisation (2025 – present).
- Zoya Lytvyn, Head of Global Government Technology Centre (GGTC) Kyiv — digital transformation expert, with experience in promoting Ukraine as a hub for technological public, GovTech and educational innovations.
- Vadym Vlasenko, AI director EPAM Ukraine — Expert in tech consulting, design, architecture, and development of multidisciplinary IT solutions, including cloud-native solutions and AI products.
- Dmitry Prokopiev, AI&ML Tech Lead at UCLOUD — has experience, with experience in IT and various national fixed and mobile telecom operators. Previously, involved as an expert with the Council of Europe Office in Ukraine.
