The Persian Gulf is Open for Ukrainian Technologies: Delegation to Oman and Saudi Arabia in November

We invite Ukrainian tech companies and their C-level to join the Tech Delegation to the Persian Gulf countries in the second half of November 2025, focusing on Oman and Saudi Arabia. Tech Delegation to the Gulf Region is organised by StrategEast in partnership with the IT Ukraine Association and Diia.City Union.

 

This trade mission provides access to two of the Gulf’s most dynamic, fast‑growing digital markets. Oman is emerging as an accessible entry point for international businesses seeking a stable base in the Gulf Cooperation Council (GCC). Saudi Arabia is undergoing a major digital transformation, with large‑scale investments in smart cities, artificial intelligence, and advanced digital services.

 

Recently, during GlobaLink: USA vs GULF — an event focused on expanding the presence of IT companies in international markets — an exclusive study on the IT markets of Saudi Arabia and the UAE was presented.

 

Saudi Arabia and the UAE today are at the heart of digital transformation in the Middle East, concentrating over 70% of the region’s digital economy. Key trends include:

  • Both markets offer opportunities for businesses but have different strategies;
  • The UAE ranks second in the MENA region for the number of tech startups, while Saudi Arabia is second in the Gulf countries;
  • In terms of FinTech companies, the UAE surpasses Saudi Arabia, but the latter demonstrates higher growth rates in the B2C digital economy;
  • The outsourcing IT market in the UAE is 42% larger than that of Saudi Arabia;
  • The most in-demand IT positions include Data Scientists and Analysts, Cloud Solutions Architects, AI and Machine Learning Engineers.
 

Through closed‑door meetings with government officials, investment authorities, sovereign wealth funds, innovation hubs, and leading corporations, the delegation will gain direct access to decision‑makers and potential partners.

Among the GCC counterparts for the meetings are the Saudi Ministry of Communications and Information Technology (MCIT), the Saudi Data and AI Authority (SDAIA), Riyadh’s tech hub The Garage, the Saudi Ministry of Investment (MISA), AmCham Oman, Oman’s Ministry of Transport, Communications and Information Technology, Zain Omantel International, and business communities across various sectors in both countries. StrategEast will facilitate engagements and help participants turn connections into long‑term business opportunities.
