Strategic Session on the "Hostile Software"

The IT Ukraine Association held a strategic session entitled “Development of the Hostile Software Replacement Market — Project Status and Idea Validation,” continuing its systematic work on the “Hostile Software” initiative.

 

Representatives of IT companies, government bodies, and industry experts gathered to discuss the current status of the project, key market challenges, and the steps required to accelerate the replacement of aggressor-country software with safe Ukrainian and international alternatives.

 

The session was joined by Ihor Stelnyk, Director of the Department of State Control in the Field of Information Protection and Cyber Defence at the State Service of Special Communications. He emphasised the critical importance of moving away from aggressor-country software, noting that its continued use poses direct threats to national security through data breach risks and cyberattacks, whilst simultaneously providing financial support to the aggressor.

   

Mariia Shevchuk, Executive Director of the IT Ukraine Association, presented the current status of the project, sharing the latest developments, ideas, and plans for the initiative’s growth. The discussion took the form of an open dialogue with companies that are already developing or are prepared to implement their own ERP solutions to replace 1C and other hostile software products.

 

The ‘Hostile Software’ project has long since moved beyond a debate about individual software products. Today, it is a matter of the country’s digital security and business resilience. We see significant market demand for high-quality, secure solutions, and Ukrainian companies are ready to deliver them. Our objective is to unite business, government, and the expert community to accelerate the transition away from aggressor-country software. To that end, we are working on developing supporting initiatives and broadening our focus beyond 1C to include other hostile software products that, regrettably, continue to be used across various sectors and may be collecting sensitive data,

said Mariia.
 

During the strategic session, participants discussed:

  • Regulatory changes and strengthened oversight in the public sector
  • Key initiatives and areas of work
  • Proposals and ideas put forward by market representatives
  • A project development roadmap through to the end of 2026
 

Attendees highlighted that a critical step for advancing the hostile software replacement market is the adoption of Draft Law No. 13505. The document was developed by a working group under the Committee of the Verkhovna Rada of Ukraine on National Security, Defence and Intelligence, coordinated by the IT Ukraine Association. The draft law sets out clear criteria for identifying hostile software and establishes a phased transition to secure alternatives.
