The State Special Communications Service has published an open list of software and communication (network) equipment prohibited for use.
The formation of such a list is stipulated by Resolution No. 1335 of the Cabinet of Ministers of Ukraine dated 22 October 2025 and represents a systemic step towards strengthening the protection of state information resources and critical infrastructure against modern cyber threats.
In accordance with the approved procedure, the Administration of the State Special Communications Service is responsible for compiling and maintaining this list. It serves as a centralised and official source of information for state authorities, local self-government bodies, military formations, state enterprises and operators of critical infrastructure regarding technological solutions whose use poses unacceptable risks to national security. The introduction of the list is aimed at simplifying procurement processes and risk management for government institutions and critical infrastructure facilities.
IT Ukraine Association is consistently implementing the “Hostile Software” project and supports Draft Law No. 13505, which envisages a complete phase-out of Russian software by 2030. The implementation of this approach will not only strengthen cybersecurity but also foster the development of Ukrainian technologies, create new jobs, and reinforce the state’s technological sovereignty.
According to available data, more than 70% of Ukrainian companies still use software originating from the aggressor state, creating risks of data leakage and opportunities for cyberattacks on government institutions, critical infrastructure and businesses. In total, over 40 software products of Russian origin continue to be actively used in Ukraine, despite 11 years of war.
The list of software and communication equipment prohibited for use is an important component of Ukraine’s movement towards the complete ban of hostile software. The list will be regularly updated by the SState Special Communications Service.
The refusal to use software and communication equipment that may contain hidden vulnerabilities or be exploited for espionage and sabotage is a key condition for ensuring the resilience of the state in the context of the full-scale aggression of the Russian Federation.
