Practical Guide: Updated Opportunitues on Reserving Military Personnel

On 13 August 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 991, expanding the scope of reserving options for critically important enterprises. These changes strengthen the ability to retain teams working on defence, cybersecurity, infrastructure support and the continuity of digital services.

 

Key updates include:

  • Companies operating in territories of potential or active hostilities (with no defined end date) may now reserve up to 100% of their employees;
  • Certain requirements have been lifted for energy enterprises: they no longer need to prove the absence of tax arrears or maintain an average salary of UAH 20,000;
  • The reserving process remains digital, transparent and unified — via the Diia portal.
 

To apply the new procedure, a company must be included in the list of critically important enterprises (as designated by the Ministry of Defence, Ministry of Energy, Ministry of Economy or another authorised body). In practice, this means operating in territories listed as active or potential combat zones, or as temporarily occupied, and submitting all applications for reserving exclusively via the Diia portal.

 

How the new mechanism works:

  1. The Regional Military Administration (RMA) submits a request regarding the enterprise;
  2. The request is passed to the central executive authority (CEA) that has recognised the company as critically important;
  3. The CEA prepares the submission and initiates the reserving of employees through the Diia portal;
  4. The enterprise receives confirmation of reserving for all nominated staff (up to 100%).
 

Companies planning to use the new mechanism should start by confirming their critical status, then check if their operating territory is listed as a combat or temporarily occupied area. After that, they should gather the required paperwork and file their reservation request on time via the Regional Military Administration through the Diia portal.
