Practical aspects of reserving, - discussion from Association

The IT Ukraine Association held a meeting with representatives of the Ministry of Digital Transformation, the Ministry of Economy and the General Staff of the Armed Forces of Ukraine regarding the implementation of a transparent and clear procedure for reserving employees of the IT industry.

Reserving of IT specialists, as representatives of critical infrastructure, significantly supports the stability of the industry. Through this opportunity, companies will be able to fulfill their obligations to customers and investors, pay taxes to the state budget, thus supporting the country’s economic front.

From the first days of the War, the IT Ukraine Association initiated the issue of the critical need of reserving IT specialists. We participated in the development of the new Reserving Procedure, which recently came into force, and continue to provide our recommendations for its improvement. The priority now is to, jointly with the authorities, make the procedure as clear and transparent as possible so that the IT industry can continue its work and earn money for the budget of Ukraine,

As a result of discussions on the provisions of the IT Reservation Procedure, the following issues remain debatable for the IT industry:
  • the criteria by which the Ministry of Statistics will recognize the company as the one having crucial importance for the sector of the national economy;
  • the criteria by which the Ministry of Digital Transformation will recognize its jurisdiction over a company that submits a list of employees for reserving to the Ministry;
  • the possibility of booking IT professionals who provide the company with services as solo traders;
  • possibilities of reserving gig specialists;
  • prevention of possible mobilization of conscripts during the reserving procedure;
IT professionals are the driver of the country’s economy, they have a powerful intellectual potential in the restoration of the country. It is important for us to adapt the reserving procedure and make it practical, maintaining a balance between the economic and military needs of Ukraine,
Kateryna Oliynyk, Vice President of the IT Ukraine Association for financial and legal issues, said.
The procedure for crossing the state border for short-term business trips of IT business representatives still remains unclear regarding its implementation. However, this issue is critical for IT business support: for signing new contracts, expanding current projects, and attracting investment. The association continues a close dialogue with the authorities and international organizations to solve the wartime challenges the IT business is facing.
