Members of the AI Committee met with representatives involved in drafting Ukraine’s Artificial Intelligence Development Strategy.

The Strategy aims to assess the current state of the AI ecosystem in Ukraine and globally, identify its strengths and weaknesses, and define long-term priorities for the sector’s growth. The document is being developed within the framework of the WINWIN Digital Innovation Development Strategy to 2030, which sets out the country’s key national innovation priorities.

The meeting brought together

  • Siim Sikkut and Sigrit Siht — representatives of Digital Nation (Estonia);
  • Luukas Ilves — Adviser to the Deputy Prime Minister and Minister of Digital Transformation of Ukraine, Head of AI at the WINWIN Project Office;
  • Oleh Dubno, Nelli Blinova and Sofiia Klymchuk — representatives of the Ministry of Digital Transformation responsible for AI development.

The AI Committee has become a platform not only for generating ideas but also for developing practical solutions for the future of Ukraine’s artificial intelligence market. The development of a national AI Strategy within the WINWIN Digital Innovation Development Strategy 2030 is an opportunity for Ukraine to strengthen its position on the international stage and to become an active participant in the global AI ecosystem,

emphasised Mariia Shevchuk, Executive Director of the IT Ukraine Association

During the meeting, participants discussed the key provisions and current progress in drafting the Artificial Intelligence Development Strategy, as well as prospects for its practical implementation. Members of the AI Committee shared their vision of future provisions and outlined the main challenges of introducing artificial intelligence in Ukraine. The event marked another step towards building a shared vision for the development of the Ukrainian AI sector and its integration into the global landscape.

The Strategy is being developed by the Ministry of Digital Transformation of Ukraine in partnership with Digital Nation (Estonia), with the support of the Estonian Centre for International Development (ESTDEV) and the Digitalisation for Growth, Integrity, and Transparency (UK DIGIT) project, implemented by Eurasia Foundation and funded by UK Dev.

The AI Committee was launched in May 2025 with the aim of fostering the growth of Ukraine’s AI market by bringing together industry leaders for constructive dialogue and collaboration. It provides a platform for knowledge exchange, joint development of innovative solutions, and shaping the long-term strategy for AI in Ukraine.

The Committee’s General Partner — FAVBET Tech.

The Committee’s Legal Advisor — Juscutum.
