Meeting with the Minister of Finance of Ukraine: Diia.City, Tax Policy and Key Economic Indicators

On June 19, a closed meeting for IT companies and Diia.City residents was held with Serhgii Marchenko, the Minister of Finance of Ukraine. The event was organised by the Diia.City Union and the IT Ukraine Association. The discussion focused on macroeconomic and financial stability, budget planning, and national income strategies.

   

Despite the anticipated budget deficit of 19.4% in 2025, the Ministry of Finance plans to maintain tax stability. Forecasts suggest GDP growth of 2-3% in 2026, making the primary goal to ensure the stability of the financial system and the survival of businesses. As the minister stated, there are currently no plans to raise taxes, nor are any changes expected to the Diia.City regime.

   

We are taking numerous steps to preserve this tax environment. Thank you for staying here, paying taxes and choosing to be a resident in Ukraine,

— emphasised Sergii Marchenko, Minister of Finance of Ukraine.
   

The IT sector now accounts for around 5% of GDP and is the second-largest export sector in the country. It represents intellect, high added value, and flexibility, as IT companies are not tied to physical infrastructure, with their decision to remain in Ukraine heavily dependent on the prevailing conditions. Therefore, stability and predictability of the business environment remain critically important.

 

During the meeting, it was proposed to formalise the participation of the IT industry in further discussions with the Ministry of Finance regarding budget planning. We support this initiative and encourage Diia.City residents to approach us with specific cases, which we will systematically forward to the government.

   

We would like to thank the Ministry of Finance team and Serhiy Marchenko personally for their openness and readiness for further discussions. It is crucial for us to maintain the tax and legal framework of Diia.City, protect the IT industry, and ensure that Ukrainian tech companies continue to choose Ukraine!
