A meeting was held between the leadership of the Ministry of Digital Transformation of Ukraine and the Public Council, during which Deputy Prime Minister for Innovation, Education, Science and Technology Development — Minister of Digital Transformation, Oleksandr Bornyakov (Acting Minister), together with his team of deputies, presented the key priorities for the year ahead.
The core strategic direction remains unchanged — Digital State. However, the next phase envisions a transition towards an Agentic State.
This model shifts the paradigm from traditional form-based interactions to a more intuitive approach, where users simply articulate a request, and AI agents independently execute the required actions. This concept is already being piloted in the Diia app in alpha mode.

In parallel, a new instrument to foster domestic venture investment has been developed — Diia.City Invest.
International initiatives are also progressing активно. In particular, Ukraine Tech Bridge (United Kingdom) has already facilitated USD 14 million in investments and supported 39 startups through acceleration programmes.
Technological sovereignty remains a key priority. Ukraine is among the top three most targeted countries in cyberspace, while a significant share of existing solutions relies on foreign technologies. In response, the government is actively developing a domestic cybersecurity ecosystem.

Within the European integration track, Ukraine’s Qualified Electronic Signature (QES) is already recognised by Latvia, testing of eIDAS 2.0 is underway, and nine draft laws aimed at EU integration are currently in progress.
Overall, the direction is clear: Ukraine is moving beyond the digitalisation of services towards building a comprehensive digital ecosystem, where technologies underpin decision-making processes and citizen engagement.
From the business side, the IT industry stands ready to actively contribute to this transformation — both through expertise and by developing scalable solutions capable of delivering impact at the national level.
