SPEKA, together with IT Ukraine Association Director Maria Shevchuk and CEO of GovTech company Kitsoft, which developed the Diia portal, Oleksandr Yefremov, shared insights into who managed the digitization of public services before 2019, the changes brought by the Ministry of Digital Transformation, and key steps in digitization from 2019 to 2024.
In 2024, Ukraine ranked 5th in the world for the development of digital public services and 1st in e-Participation, demonstrating a high level of citizen engagement in government processes through online platforms. Mariia Shevchuk, Director of the IT Ukraine Association, discussed the journey to this success and analyzed the challenges faced during digitization.
Prior to the creation of the Ministry of Digital Transformation in 2019, progress in state digitalization was slow. The State Agency for E-Government, established in 2014, was responsible for individual projects, but there was a lack of an integrated approach. Mariia Shevchuk highlighted that one of the major achievements of that period was the launch of the Prozorro system, which made public procurement transparent and significantly reduced corruption. She emphasized that Prozorro showcased how technology could ensure process transparency and lower corruption risks, as all tenders became publicly accessible for review by both the public and businesses.
With the establishment of the Ministry of Digital Transformation, Ukraine made significant strides forward. Important changes occurred due to the digitization of registries, simplifying the provision of services to citizens. This approach allowed data to be processed and used more efficiently for service optimization, reducing the need for manual data entry and minimizing opportunities for corrupt practices.
According to Mariia Shevchuk, one of the key outcomes of digitization has been the increased trust of citizens in the state. The implementation of innovative solutions like “Diia” illustrates how digitization can be not only convenient but also effective in combating bureaucracy and corruption.
These past achievements in digitization will serve as a foundation for future reforms and enhancements in the quality of public services.
