ITU Legal Talks ‘The AI Act: EU Regulation with Cross-Border Effect (Review Discussion by Asters)’

On Thursday, 27th November at 16:00 Kyiv time, as part of the regular ITU Legal Talks format by the IT Ukraine Association, we’ll hold an open online meeting on the topic ‘The AI Act: EU Regulation with Cross-Border Effect (Review Discussion by Asters)’.

 

The speaker will be Vitaliy Kulinich — Senior Associate at Asters.

The discussion will cover the following questions:

  • the applicability of the AI Act’s provisions to Ukrainian developers of AI models or systems and to deployers of such systems;
  • the application, from 2 August 2025, of the provisions concerning general-purpose AI models, including those posing systemic risks (their definition, classification, suppliers’ obligations, and demonstration of compliance through the Code of Practice), as well as the transitional period for their implementation;
  • the extension of the obligations of suppliers of general-purpose AI models to modifiers of the original models and to providers of AI systems that integrate such models;
  • the application, from 2 February 2025, of the provisions relating to prohibited AI systems;
  • the application, from 2 August 2026, of the provisions concerning autonomous high-risk AI systems, including conformity assessment prior to their placing on the market or use, and the appointment of an EU-based representative;
  • the application, from 2 August 2026, of the provisions concerning AI systems intended for interaction with natural persons and content generation, as well as systems processing biometric data;
  • the governance structure for the AI sector;
  • sanctions for breaches of the AI Act.
