Tech360: Policy, Talents & Growth — a major event by the IT Ukraine Association, which has become a unique platform for meaningful dialogue, strategic decisions and experience sharing. At #ITUTech360, representatives from the public and private sectors gathered: over 50 thought leaders and experts as speakers, with more than 600 attendees both offline and online.
The ‘State & Technology: Strategic Alliance’ track covered the challenges and regulation of artificial intelligence on Ukraine’s path to European standards, address current legal and strategic issues at the intersection of technology and law in the IT industry, and emphasise the importance of close cooperation between the state, the army and the IT business.
The Policy track opened the discussion panel “Progress of Digitalisation in Ukraine: Key Achievements and Challenges” moderated by Ievgeniia Bespalova, Strategic Director at Molfar, Honorary IT Ambassador of Ukraine awarded by the Ministry of Foreign Affairs of Ukraine, with the participation of:
Ukraine has made significant strides in digital transformation: in particular, our country rose from 102nd place globally in 2018 to 5th in terms of the development of digital public services, surpassing G7 countries. Despite the war, the IT industry grew by 5.8%, but it is crucial to focus on the development of cybersecurity and attracting investments to sustain digital growth. Ukraine has made an extraordinary leap compared to other nations, partly due to the creation of favorable business conditions, the launch of the Diia.City regime and achieving candidate status for EU membership. Meanwhile, the Diia app has 22.5 million downloads and continues to evolve — the implementation of an AI assistant has already begun.
Yehor Razohrieiev, General Director of the Directorate for Digital Development, Digital Transformations and Digitalisation Ministry of Justice of Ukraine, delivered a presentation titled “Ministry of Justice Online — Digital Services for Ukrainians”. He highlighted the key priority areas of the ministry’s activities.
Key insights include: the e-notary system ensures security, convenience, and accessibility of services from anywhere in the world. The Ministry of Justice possesses the largest legal database of regulatory acts in Ukraine, on the basis of which an AI assistant is being developed. This assistant will provide basic legal consultations 24/7 and free of charge for every citizen, focusing on accuracy, speed, and, most importantly, the quality of the information.
Q&A session “Defence Technologies and Digital Security: Path to Technological Independence” moderated by Oleksiy Uros, Business Development Director, Vice President for Legal Affairs at ITU, featured:
The “Hostile Software” project, initiated by ITU in 2023, aims to cooperate with the Yermak-MacFaul sanctions group to restrict the aggressor’s access to critical IT resources, develop a relevant draft law, promote Ukrainian software, conduct educational activities, work to eliminate enemy software from specific platforms, and create the public platform VorozhyiSoft.in.ua.
The state has made significant progress in defense technologies, although there is still room for development. Key trends in cyberattacks are constantly evolving, with threat landscapes involving enhanced coordination between cyber, information, and military operations, during which tactics are adapted, particularly through social engineering and AI. Ukraine is actively cooperation with international IT giants such as Meta, Google, and Apple. The Ministry of Defence of Ukraine continues to improve digital solutions for the military through projects like ‘Army+’ and ‘Reserve+,’ which contribute to increased efficiency and transparency in defense processes.
Panel Discussion “AI and National Security: Balancing Protection and Progress” moderated by Artem Skrypnyk, CEO of FAVBET Tech, ITU Member company and resident of Diia.City. The speakers included:
The speakers emphasised the need to strengthen cybersecurity. One of the key issues was data retention: it is important not only to ensure their protection but also to provide users with an understanding of how their data is used, with mandatory consent obtained. It was also noted that deregulation would foster the development of effective solutions for processing Ukrainian documents, particularly through the use of Ukrainian LLMs. At the same time, increasing cyber threats raise doubts about traditional protection methods, where physical backups could be just as important as digital ones.
Panel Discussion “Tech Diplomacy: How Ukraine is Shaping New Digital Opportunities Globally” moderated by Iryna Supruniuk, Co-founder of the Defense Innovation Highway. The speakers included:
Classical approaches to cyber diplomacy are no longer effective, and therefore, for fostering successful cooperation with international partners, interaction between the public and private sectors is essential. Ukraine continues to actively share its experience, particularly in cybersecurity, through memoranda with the State Special Communications Service and cooperation with the Ministry of Digital Transformation of Ukraine (Diia.Engine, “Trembita”), as well as the three-tier Tallinn Mechanism. The goals of digital diplomacy include promoting Ukraine in the USA, the United Kingdom, Germany, Israel, Switzerland, and Poland, according to “Digital Tiger: the Market Power of Ukrainian IT — 2024”, as well as its bold approach to implementing AI.
