HR During Mobilisation: How JEVERA Created a Culture of Trust and Stability

An online meeting was held as part of the new educational and expert webinar series, ITU HR Talks, organised by the IT Ukraine Association and featuring ITU Member JEVERA.

   

This experience was shared by Yuliia Deineko, Operations Director at JEVERA & XME.digital. The speaker discussed how the HR function has become a key link between the state, business, and employees, transforming from a service role into the role of a process and communication architect.

  • At JEVERA, the HR team is the sole coordinator of the military exemption process — from data collection and document verification to communication with legal, finance, management, and government bodies. This has allowed for the creation of a clear, structured system where every participant understands their role;
  • Preparation for the exemption process must be systemic: it should include data collection and verification, analysis of legislative requirements, identification of critical roles, and the creation of a step-by-step action plan for effective process implementation;
  • To enhance process efficiency, a unified database of employees subject to military service was created, allowing the company to forecast risks, plan the replacement of critical roles, and maintain constantly updated information;
  • HR is transforming from an administrative function into a mediator between the business, the state, and the team, which helps reduce employee anxiety and guarantees process transparency;
  • Open communication, timely information sharing, and support from management contribute to team retention and boost employee loyalty;
  • The HR function is becoming part of the company’s risk management system: spanning from monitoring the staffing situation to preparing response scenarios for changes in legislation or mobilisation conditions;
  • Thanks to clearly established processes, the company maintained stability even under conditions of heightened staff risk. Systematic approach, clear accountability, and deep inter-team collaboration were key.
