Appeal of the IT Ukraine to the new chairman of the National Bank

The IT Ukraine Association sincerely congratulates Yakov Smoliy as the new head of the National Bank of Ukraine and hopes for a continuation of the course to achieve the country’s economic development and financial stability.

Today, the IT-industry is one of the three main export industries in Ukraine. According to official data of the NBU, the export of IT-services for 2017 increased by 25.8%, and the total revenue for this type of service over the past year was $2.5 billion. At the same time, IT-companies do not have much less influence on currency restrictions. The reason is that the information technology industry has a minimal import component (as opposed to other large exporters – agrarians and metallurgists). That is why IT-companies are less sensitive to currency restrictions of the NBU: these restrictions relate to the withdrawal of funds abroad, and IT-business mainly produces currency in the country, but does not print it out.

However, there is one extremely important issue with which the Association had previously contacted the NBU, and the representatives of the industry are looking forward to the positive decision. Unfortunately, today entrepreneurs can not transfer currency from the account of a private limited company to their personal account – its earnings from export activities can only be used after its conversion into hryvnia, which means the loss of a part of the income. This mechanism was introduced in 2016 by an explanatory letter from the National Bank, and to a greater extent, it concerns freelancers and independent entrepreneurs, whose number in Ukraine is about 20,000-30,000, which is significant. Surprisingly, the rights of exporting entrepreneurs were limited while major importers received currency liberalization. Providing the ability of the private entrepreneurs to transfer currency to their accounts of individuals will not only give the opportunity to truly feel the currency liberalization of tens of thousands of IT-professionals but will also positively affect perceptions of reforms in Ukraine as a whole throughout the industry. We are convinced that the lifting of the above-mentioned restrictions will be positively reflected in the further growth of the third export industry in Ukraine. We are pleased that the new Head of the National Bank of Ukraine declared economic growth as one of the three goals of his work and, accordingly, we look forward to his personal assistance in solving the issue of transferring currency by entrepreneurs-exporters to their own accounts.
