A decree on the involvement of Belarusian IT specialists was signed

Volodymyr Zelensky signed Decree № 420/2020 “On Some Measures to Attract Entrepreneurs, Highly Qualified Specialists Who Are Citizens of the Republic of Belarus”.

The document will promote the development of Ukraine’s investment potential and attract highly qualified IT specialists and innovators,

From now on, IT specialists and members of their families can temporarily stay in Ukraine for up to 180 days. Also, IT specialists will be able to draw up and receive the following documents in a simplified procedure:
  1. Temporary residence permit for the categories of citizens of the Republic of Belarus who fall under this decree. It can be obtained in three days without the need for additional travel outside Ukraine;
  2. Permission to use the work of foreigners and stateless persons for the employment of highly qualified IT specialists in Belarus. It is proposed to reduce the term for granting such a permit to five days and to provide for the possibility of obtaining it on the principle of tacit consent.
The following procedures will also be simplified:
  1. Registration of Belarusian IT specialists as natural persons-entrepreneurs – payers of the single tax;
  2. Recognition of documents issued by the competent authorities of Belarus necessary for employment in Ukraine.
The government has promised to ensure the smooth operation of a single information portal and hotline to provide advice to Belarusian citizens immigrating to Ukraine. This initiative was supported by the regional state administrations and the Kyiv City State Administration. The decree came into force on the day of its publication, i.e. on October 2.
