2nd quarter of 2018: Achievements & future plans

The period from April to August for the IT Ukraine Association was saturated with conferences, educational IT-projects and meetings with government. We have continued an active dialogue with TOP authorities, conducted a number of important negotiations with representatives of the Cabinet of Ministers of Ukraine and initiated a series of legislative changes, which will soon have a positive impact on the conditions of IT-business. What exactly was done and what are the future plans of the organization? Read in our material.

Meeting with the Prime Minister of Ukraine and simplifications for foreigners

On April 24 was held the first meeting of representatives of the service IT-industry with the Prime Minister of Ukraine Volodymyr Groysman. Among the key issues of the meeting were discussed the human capital development and IT-education, employment of foreigners, stability and predictability of tax conditions for the industry. The Prime Minister expressed his full understanding of the specifics and needs of the industry and promised to assist in solving the most of important issues. By now, the Cabinet of Ministers of Ukraine has approved the CMU Resolution, which significantly simplifies the procedure of employment in Ukraine for citizens of a number of CIS countries. From now on, citizens of CIS countries, which have permission for labor usage that was granted lesser than 30 days from the date of the last entry to the territory of Ukraine, no longer need to pass an additional border-crossing procedure for obtaining a temporary residence permit. Support of the Exit capital Tax

On July 5, in the Verkhovna Rada of Ukraine was registered a draft law #5577 “On Amendments to the Tax Code of Ukraine regarding the Exit Capital Tax”. The IT Ukraine Association has publicly supported this novel. According to community members, changes outlined in the current version of the bill will help significantly simplify business in Ukraine, reduce the cost of tax compliance, introduce effective and transparent mechanisms for tax administration by regulatory authorities. Adoption of the Draft Law will have a positive impact on the development of innovation and IT-business as well as on other sectors of the Ukrainian economy. Dialogue with authorities

We keep industry issues to remain on the agenda of high-level officials, maintaining a continuous dialogue with government officials at different levels. During four months we have managed to meet with such top-level officials:
  • Oleksandr Sayenko, Minister of the Cabinet of Ministers of Ukraine;
  • Stepan Kubiv, Minister of Economic Development and Trade of Ukraine;
  • Oksana Markarova, Minister of Finance of Ukraine;
  • Lilia Grinevich, Minister of Education and Science of Ukraine;
  • Max Nefyodov, First Deputy Minister of Economic Development and Trade of Ukraine;
  • Natalia Mykolska, Deputy Minister of Economic Development and Trade;
  • Mikhail Titarchuk, Deputy Minister of Economic Development and Trade;
  • Oleksandr Danchenko, Head of the Verkhovna Rada Committee on Informatization and Communications;
  • Nina Yuzhanina, Head of the Verkhovna Rada Committee on Tax and Customs Policy;
  • Maxim Sokolyuk, Head of the State Migration Service.
In total, on the 2nd quarter, the Association’s team processed more than 50 requests from participating companies, organized more than 20 meetings with representatives of state authorities and protected 1 company from unlawful actions of officials.

Modernization of the educational system

In addition to issues related to the simplification of employment for foreigners, the modernization of Ukrainian education is also an important direction of the Association. This theme has become one of the key topics in the dialogue with the Prime Minister and is a priority in the work of the community.

Preparation of proposals for the government

The Association has developed and elaborated a number of decisions that should affect the quality of Ukrainian technical (and other) education:
  • Extending the powers of supervisory boards of higher education. The Association is invited to conduct an experiment for 12 universities and the CMU’s Resolution to provide supervisory councils with the opportunity to approve the development strategy of the institution, to approve the annual reports of the head, to control conflicts of interest;
  • Recognition of non-formal education within the formal higher education system;
  • Teachers’ internship. Right now, the organization of internship of a teacher is a complicated and regulated procedure.

Internship for teachers

While we are waiting for the simplification of the procedure of official teachers’ training, active participants of the Association’s educational committee are already contributing to the professional development of teachers – currently, 42 teachers from Ukrainian universities have been trained in IT-companies. The initiative is actively supported by EPAM, SoftSeve, GlobalLogic, Computools, SPD Ukraine. The plans are to involve more than 60 companies and 150 universities in the project.

Core Skills Project

Currently, members of the Association’s Educational committee are actively communicating with Ukrainian universities in order to correct and implement the unified industry requirements for junior engineers presented at the conference “Synergy: Universities and Business” in April and are preparing to sign joint memoranda. The next step is to develop requirements and recommendations for the Business Analysis and System Engineering specialties.

CODE Summer School

CODE Summer School is the Association’s social project for children and teens aimed at developing programming skills and soft skills. This season, the number of appliers made a new record – we have received over 200 applications, and 130 children were tested and credited to the project. In total, 5 groups are currently participating in the project. During the program children are working on team tasks (under a close supervision of experts from Association’s member-companies), listen to lectures from leading specialists and get acquainted with the work of IT-companies during excursions. On August, 9 they will protect their projects before the jury, and the most outstanding kids will be awarded. CODE Summer School is supported by Svitla Systems, Daxx BV, DataArt, SoftServe, EPAM, Luxoft, GlobalLogic and Valtech_. The project is also supported by: Kyiv City State Administration, Ministry of Education and Science of Ukraine, Committee on Information and Communication of the Verkhovna Rada of Ukraine, DAN-IT, Eduget, Kids code, ITVDN, Ukrainian Leadership Academy, volta.one and Kyiv Mini Maker Faire.

Industrial report

How many IT-companies work in the country, and how many in a separate region? What domains are most popular among Ukrainian IT-service providers? How many taxes does the industry really pay and how does the economy affect the country? Everyone speaks about white spots in the perception of the industry by foreign partners, but what do we know about the domestic IT-industry? To address this issue, together with the experts of the Office of Effective Regulation (BRDO), we initiated the creation of an industrial report, which aims to put points on “i”. The presentation of the report is scheduled on October 27 and will take place within the framework of the annual Software Development Forum, Association’s event of the year.

IT Dnipro Conference

On June 8th, together with the IT Dnipro Community, we held a large-scale IT Dnipro Conference, which brought together more than 150 business and government representatives to discuss issues of harmonious development of the IT-industry in Ukraine and the region. Financial & legal seminars

Under the auspices of the Association, there was held a series of educational events dedicated to key issues of IT-business in the legal sphere: GDPR, legal protection during searches by authorities, peculiarities of organization of work of the IT-company and other. Two seminars were held in Odessa and Lviv, and this fall, the representatives of Kyiv companies will be able to learn about the latest novels of legislation as well. The events were organized and supported by the Association’s partners ALCOR, Arzinerger and UkrSibbank.

Ukrainian IT Awards

Within the framework of an All-Ukrainian contest “Ukrainian IT Awards” this year, the best of the best in 10 categories will be selected: DevOps, Design, Business Analysis, Software Engineering, Software Architecture, Research, Quality Assurance, Project Management, Product Management and IT Education. Selection phases will consist of analysis of achievements as well as individual interviews with finalists. To select applications and determine the winners will be selected by an independent jury consisting of 52 experts from more than 40 Ukrainian and international companies. The names of the winners will be announced on September, 8 during a ceremony to be held during the IT Weekend in Kyiv. The organizer and founder of the competition is SoftServe. The selection process for jury members and winners is fully coordinated by the Association.
