Innovation as a Driver of the Digital Economy: Ukraine's Results in GII 2025

According to the Global Innovation Index 2025, published by the World Intellectual Property Organization (WIPO), Ukraine ranked 66th among 139 countries worldwide.

 

Despite external challenges, the nation demonstrated stability in innovation output: by the innovation output index, Ukraine retained its 54th position globally, the same as last year. However, by the innovation input index (the conditions for creating innovations), it dropped to 80th place from 72nd in 2024.

 

These results highlight a key contemporary issue: despite the war, Ukraine is generating truly high-quality innovative products, but still faces a lack of systemic investment, a developed infrastructure, and effective institutional mechanisms. That is why the development of innovation must become a priority for state policy. An important role in this is played by the ‘Diia City’ legal framework, which creates conditions for the development of high-tech companies, attracting investments, and forming competitive business models. And equally important is the implementation path of Ukraine’s WINWIN Digital Innovation Development Strategy until 2030, in which the Association is actively involved

stressed Mariia Shevchuk, Executive Director of the IT Ukraine Association.
 

The report’s authors emphasise that the world is entering a phase of “innovation polarisation,” where the gap between technological leaders and developing countries is widening. It is expected that the key drivers of the coming years will be artificial intelligence, green energy, and biotechnology, which will determine the competitiveness of economies. The researchers stress that countries need to invest in the development of human capital and the support of startups to avoid the risk of losing global innovation momentum.

 

The top spots in the Global Innovation Index 2025 were traditionally taken by Switzerland, Sweden, the USA, the UK, and Singapore. These countries demonstrate strong performance thanks to powerful investments in science and research, developed innovation ecosystems, close cooperation between business and universities, and a high level of technology commercialisation. Singapore was particularly noted this year for its effective government policy on digital transformation and the implementation of AI in the public and private sectors.
