Ukraine AI Industry Map: A Comprehensive Study of the AI Sector in Ukraine

Artificial intelligence is contributing between $2.6 and $4.4 trillion to global GDP, having established itself as a principal driver of economic competitiveness worldwide. Against this backdrop, the IT Ukraine Association has launched the Ukraine AI Industry Map — the first comprehensive study to map the Ukrainian AI market and define its role within the global technology landscape. The research was produced by the Association’s AI Committee in collaboration with analytical partner Mind.ua and compliance partner Velstadt.

 

Ukraine is demonstrating one of the fastest AI development trajectories in Europe. Despite accounting for approximately 0.2% of the global market in 2025, the sector has the potential to grow 5.6-fold by 2031 — from $573.7 million to $3.22 billion, at a CAGR of 33.3%.

 

About the Research: Scope and Methodology

 

The Ukraine AI Industry Map is an English-language publication created for an international audience, making the case for Ukraine’s capabilities and advancing its potential on the global stage.

 

Its purpose is to convey clearly to global partners:

  • who is building AI solutions in Ukraine;
  • in which areas Ukrainian companies are already competitive;
  • why Ukraine’s AI sector presents compelling opportunities for partnerships and investment.
 

A central component of the study is a catalogue of 64 verified Ukrainian AI companies — those that develop, integrate, or commercialise AI solutions with measurable business value. The catalogue spans four segments: AI product startups, IT services companies with AI/ML/Data Science expertise, corporate R&D divisions, and international R&D centres operating in Ukraine.

 

The research draws on data from Statista, McKinsey, Grand View Research, the IT Ukraine Association, the Ministry of Digital Transformation, the National Bank of Ukraine, regional IT clusters, and publicly available company materials. The analysis covers the period 2019–2025, with projections extended to 2031.

 

Significance and Target Audience

 

The study serves as both a practical tool for building partnerships and a strategic resource for market analysis and forecasting. It offers tangible value to a range of stakeholders:

  • International investors — for assessing investment attractiveness, with potential ROI reaching 400% in DefenceTech and 310% in HealthTech.
  • Global technology companies — for identifying vetted partners among product startups, outsourcing firms with deep Data Science expertise, and R&D centres.
  • Government bodies — as a foundation for developing a national AI strategy and aligning legislation with the European AI Act.
  • International donors — for understanding sectoral needs and planning grant programmes such as Horizon Europe and Google for Startups.
 

Five Factors Driving AI Development in Ukraine

 

The study demonstrates that Ukraine holds a unique window of opportunity, underpinned by the combination of deep IT expertise, strong government support, and high levels of digital literacy across the population.

 
  • Talent. Ukraine has more than 300,000 IT professionals and a robust tradition in mathematics and engineering. Universities produce approximately 24,000 technical graduates each year.
  • Government support. Special legal frameworks — Diia.City and Defence City — alongside work on a White Paper on AI Regulation, are laying the groundwork for a sustainable AI ecosystem.
  • EU integration. Ukrainian companies are gaining access to Horizon Europe, Digital Europe, and tools to align with European standards.
  • Accelerated innovation cycles. The war has compressed technology adoption cycles from years to months. By 2025, Ukraine was producing tens of thousands of AI-enhanced drones per month, with computer vision increasing the accuracy of FPV drones from 30–40% to 70–90%, even under electronic warfare conditions.
  • High digital literacy. 42% of adults and 70% of teenagers in Ukraine already use AI tools on a regular basis, generating domestic demand and accelerating technology adoption.
 

Where AI Is Growing Fastest: Sector Verticals

 

The study provides a detailed analysis of the sectors in which AI is delivering the greatest impact:

  • DefenceTech — AI as necessity. Production has grown 15-fold since 2022. Computer vision is raising FPV drone accuracy from 30–40% to 70–90% under electronic warfare conditions.
  • AgriTech — efficiency gains. 70% of companies are export-oriented. AI is enabling resource cost reductions of up to 30% and yield improvements of 15%.
  • EdTech — global scale. Leading companies such as Grammarly and Preply generate 70–90% of their revenue from international markets and have attracted over $1.135 billion in investment.
  • HealthTech — diagnostics and rehabilitation. With more than 2,000 medical facilities destroyed, demand for digital solutions is critical — particularly in the field of bionic prosthetics.
 

The Ukraine AI Industry Map concludes that Ukraine is a formidable technology hub, well-positioned for a genuine technological leap. The combination of hands-on experience, specialist expertise, high digital adaptability, a rapidly maturing DefenceTech sector, and deepening integration into the European market creates a uniquely fertile environment for applied artificial intelligence.
