The IT Ukraine Association has expressed a strong interest in deepening cooperation with Ukrainian diplomatic missions and the Ministry of Foreign Affairs in the exchange of analytical data on Ukraine’s IT sector, as well as in facilitating foreign investment in the industry. The Association also intends to continue supporting the international promotion of Ukraine’s technology sector in partnership with the MFA.
This was stated by Maria Shevchuk, Executive Director of the IT Ukraine Association, during the plenary session “Digital Economy and the IT Sector: A Driver of Ukraine’s Growth and Innovation”.
The event took place on 22 July 2025 and brought together over 100 ambassadors and consuls from Ukrainian diplomatic missions abroad, as well as more than 40 Ukrainian IT companies and professional associations. Its goal was to familiarise diplomats with the current state of the Ukrainian IT market, key technology verticals, and available tools for export support and cooperation provided by the MFA.
According to Maria Shevchuk, based on the study “Digital Tiger: the Market Power of Ukrainian IT — 2024”, IT services from Ukrainian companies were exported to 147 countries in 2024, with the largest share going to the United States (37.2% of total Ukrainian IT exports that year).
The Ukrainian IT sector consists predominantly of small and medium-sized enterprises: 72% of companies have fewer than 200 employees. At the same time, the industry covers both product and service-based business models, as well as hybrid formats. In total, companies operate across 10 industries — from FinTech and EdTech to DefenseTech and CyberTech — providing flexibility, specialisation, and the capacity to deliver complex solutions,

During the event, First Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mykhailo Fedorov, together with Deputy Minister for European Integration Oleksandr Bornyakov, presented the Ministry’s business support priorities and flagship projects:

He emphasised that each Ukrainian startup, every digital service, and every breakthrough in security, education, or healthcare is not just a product, but an argument in favour of a modern, strong, and tech-driven Ukraine.
He highlighted the importance of presenting Ukraine not only as a country defending itself, but also as one that is building and leading change across Europe.

Valeria Kushnerchuk, Executive Director of Diia.City Union, shared recent accomplishments of Diia.City resident companies. Today, the ecosystem includes over 2,000 companies and 113,000 professionals. Diia.City Union alone represents more than 250 tech firms.
Over the past year, in cooperation with partners, Diia.City Union co-organised four business delegations of Ukrainian companies to the United States. There is significant demand for such formats — both from business and international partners. However, the promotion of Ukrainian technologies cannot succeed without the active involvement of Ukrainian embassies.
According to “Digital Tiger: the Market Power of Ukrainian IT — 2024”, more than 80% of Ukrainian IT companies have clients in at least one highly developed country. These include global leaders in technology, finance, retail, automotive, and public administration.
71% of companies have representatives in at least one key partner country, while 54% have an official presence there. This reflects strong international demand for Ukrainian IT and simultaneously highlights vast opportunities to further grow and expand Ukrainian IT exports into other top-tier global markets,
