On 22-24 September 2025, in Baku, Azerbaijan, the Innovation and Digital Development Agency (IDDA), with the support of the Embassy of Ukraine in Azerbaijan and in partnership with the IT Ukraine Association, organised a visit of 11 Ukrainian technology companies.
The purpose of the visit was to showcase a wide range of Ukrainian technology businesses – from financial technologies and cybersecurity to system integrators and product companies – as well as to gain first-hand insight into the Azerbaijani market, identify opportunities for cooperation, and build long-term partnerships.
This visit supports our strategic goal of positioning Azerbaijan as a regional hub for digital innovation and cross-border technology partnerships. Ukraine’s tech ecosystem brings valuable expertise in areas where Azerbaijan is experiencing rapid growth, such as fintech and cybersecurity. This cooperation will create new opportunities for both ecosystems, expand business horizons, and contribute significantly to the development of the digital economy,

At the Azerbaijan–Ukraine Digital Dialogue: Fostering Innovation, Business & Collaboration, the Ukrainian delegation shared solutions and expertise that have already proven their value in global markets. From platforms driving digital transformation in banking and telecom, to document management automation, Big Data, AI-powered retail solutions, cybersecurity, and IT infrastructure modernisation — these are capabilities that Azerbaijan can draw on and adapt to accelerate its own digital transformation journey,

Throughout the meetings, Ukrainian and Azerbaijani companies focused on identifying practical formats of cooperation. The discussions went beyond opportunities in technology parks, emphasising the integration of Ukrainian technologies into local projects and the role of Ukrainian firms as reliable contractors and partners for businesses in Azerbaijan.
Azerbaijani representatives showed clear interest in welcoming new companies to their market. The country has a strong demand for highly qualified technical specialists, while both government and business are paying particular attention to the development of local talent. This opens space for cooperation in education and knowledge exchange. Such cooperation creates a dual perspective for Ukraine: offering its technological achievements to partners while, at the same time, learning from the best practices of the Azerbaijani market.
A positive sign is the willingness for dialogue and the creation of simplified market access conditions. The fact that several Ukrainian companies already have offices in Baku serves as practical proof of a favourable business climate.
The Ukrainian delegation included both service and product companies, among them ITU Partner Bandera Agency, LITIKO, ITU Member Banza, ITU Member effie, ITU Member DMSolutions, ITU Member Geniusee, ITU Member Seeton, ITU Member N-iX, ITU Member ELEKS, ITU Member SoftBees та ITU Member InfoPlus.
As part of the visit, a Memorandum of Understanding was signed between the Ministry of Digital Transformation of Ukraine and the Ministry of Digital Development and Transport of the Republic of Azerbaijan on technical cooperation in the field of electronic document management (electronic signature).
