Ukraine’s e-Entrepreneur Case Presented at the e-Governance Conference in Estonia

The ITU Member Kitsoft team took part in the international conference From Bytes to Benefits: Raising prosperity through digital transformation, held in Tallinn and online as part of e-Governance Conference. Together with its partners from the e-Governance Academy, Kitsoft shared Ukraine’s experience of implementing a digital service for online business registration — e-Entrepreneur.

 

 

The event brought together over 200 representatives from the public sector, tech companies, and digital governance experts from 24+ countries, all to discuss how digital tools can improve the efficiency of public services and drive economic growth.

 

During the panel discussion “E-Entrepreneur: simplifying business, strengthening the economy,” Kitsoft CEO Oleksandr Iefremov and Andrii Piskun, Coordinator of e-services development at the e-Governance Academy, presented Ukraine’s case of creating and launching a digital service for entrepreneurs.

The e-Entrepreneur service addresses common pain points faced by entrepreneurs across many countries: complex bureaucracy, additional costs just to understand administrative procedures, lack of transparency, and duplicated processes.

 

The service is built on the Liquio low-code platform, developed by the Kitsoft team. Liquio complies with GovStack standards, enabling rapid deployment of online services and offering flexibility for government clients. With embedded AI features (Builder, Copilot, Assistant Modes), the development and updating of digital services becomes faster and more efficient.

What changed after the launch of e-Entrepreneur:

 
  • 10 minutes — time it takes to register a business through the Diia platform;
  • 5x reduction in form fields — from 58 to just 12;
  • From 53 days and 30 km of visits to government offices → to a single online application;
  • 2.3 million potential users;
  • 3,000+ applications submitted since launch.

Ukraine has every reason to be proud — according to the United Nations, Ukraine ranks 5th in the world in accessibility of online public services.

 

Participation in this conference once again confirmed the strong interest from the international community in learning from Ukraine’s experience — and demonstrated the readiness of Ukrainian IT companies to help shape a global ecosystem around digital public services. Ukraine is proving that digital reforms can be fast, effective, and truly citizen-centered.
