The IT Ukraine Association took part in an online roundtable organised by the Public Council under the Ministry of Digital Transformation of Ukraine, dedicated to the development of artificial intelligence in Ukraine. During the meeting, participants discussed the key directions of the future national strategy and practical steps for its implementation.
The keynote speaker and expert of the event was Danylo Tsvok — Chief AI Officer at the Ministry of Digital Transformation of Ukraine and CEO of the WINWIN AI Center of Excellence.
Strategic vision: towards an Agentic State
Ukraine is shaping a new model of governance — the Agentic State — in which digital agents will proactively deliver services to citizens and optimise internal processes. This approach envisages the deep integration of artificial intelligence across all levels of public administration.
A draft of the Artificial Intelligence Development Strategy until 2030 has already been prepared and will soon be submitted for public consultation.
AI sovereignty: infrastructure and a national LLM
One of the key priorities is building technological independence:
the creation of an AI Factory — a state AI infrastructure in cooperation with NVIDIA for the defence, education, and public sectors;
the development of a national large language model (LLM) in partnership with Kyivstar, based on Google technologies.
It is expected that the national model will reflect the Ukrainian context and become an important element of digital sovereignty.
AI in public services: advancing the Diia ecosystem
Artificial intelligence is already being actively integrated into public services. In particular, on the Diia platform:
around 90–95% of support requests are handled using AI;
AI assistants are being introduced to access public services;
voice interaction with users is expected to be launched in the near future.
Government efficiency: process optimisation
The use of AI is already delivering tangible results:
reducing the time required to analyse regulatory acts to approximately 72 hours;
automated comparison of thousands of EU legal acts with Ukrainian legislation for harmonisation;
acceleration of HR processes in the public sector;
development of tools enabling civil servants to create their own AI agents without programming skills.
Cooperation between government and the IT industry
A representative of the IT Ukraine Association’s Advocacy and Industry Development Centre also joined the discussion. This engagement highlights the importance of partnership between the government and the market in shaping AI policy.
The Ministry of Digital Transformation continues to involve businesses and профиль organisations in the development and implementation of AI solutions and encourages active participation of the expert community in the public consultation process.
Next steps
Ukraine is already demonstrating positive momentum in global AI rankings and has set an ambitious goal — to rank among the top three countries in the world in terms of AI development and adoption in the public sector by 2030.
The next stage will be the public presentation of the Strategy, followed by broad discussion with a wide range of stakeholders.
