About the research

A national research study conducted by IT Ukraine Association together with partners and regional IT clusters, presented in December 2022. Its primary aim was to analyse the role of Ukraine’s IT industry, assess its contribution to the economy during the full-scale war, and identify the sector’s potential for the country’s future recovery.

 

The study covers the following key areas:

  • Economic contribution: The IT industry was the only Ukrainian export sector to operate at full capacity and demonstrate growth throughout 2022.
  • Resilience and adaptation: Business continuity planning (BCP) measures implemented in response to power outages.
  • Relocation of specialists: The full-scale invasion forced 70.8% of companies to carry out unplanned relocation.
  • Support for the armed forces and volunteering: The sector has been actively holding the cyber front and supporting the Ukrainian Armed Forces.
  • Synergy with the state: The study highlights the importance of joint public-private projects such as Diia.City and IT Generation as a foundation for Ukraine’s future transformation into a high-tech and start-up nation.

 

The research also addresses key challenges, including talent migration, the conscription of specialists, currency restrictions, and risks related to damage to energy infrastructure.
