Mobilisation Deferment: What Changes from November 1 and Whom it Concerns

From 1 November 2025, Ukrainians will be able to take advantage of an updated and simplified procedure for processing and extending military deferrals from mobilisation. The new procedures foresee digitalisation and automation of the process, which will significantly reduce the bureaucratic burden and make it more convenient for citizens.

Key Changes:

1. Automatic Deferral Extension

If the grounds for deferral are confirmed through state registries, there is no longer a need to collect documents. Deferrals are automatically extended for persons with disabilities, parents with multiple children, students, teachers and scientists, individuals caring for persons with disabilities or raising children while their spouse is serving, as well as relatives of deceased military personnel and Heroes of Ukraine (posthumously).

2. Online Processing via “Rezerv+”

Nine types of deferrals can already be processed through the “Rezerv+” application, with two more categories to be added soon.

3. Processing via TsNAP (Administrative Service Centres)

For those who do not use a smartphone or whose type of deferral is not yet digitised, the TsNAP administrator will accept, scan, and forward the documents to the Territorial Recruitment and Social Support Centres (TCC and SP).

4. Electronic Certificate Instead of a Wet Stamp

The main confirmation of the right to a deferral is now the electronic military registration document in “Rezerv+” or its printout from the “Diia” portal.
