Kitsoft is starting to create the State Online Gambling Monitoring System

The ITUMember company Kitsoft won the open tender announced by the State Agency of Ukraine PlayCity and has begun developing the first phase of the monitoring system.

 

The SOGMS online monitoring system is the first step toward a transparent gambling market in Ukraine. It will become the foundation for creating an ecosystem where the state receives a real picture of organizers’ activities and transparency in tax payments, while society gains confidence in the fairness of the industry.

 

The first phase lays the technological foundation for further development. On this basis, the next steps will be built: expanding the list of operations reported by organizers, online monitoring of their work, and the potential automation of issuing gambling business licenses.

 

Within this stage, the company is laying the foundation of a new digital platform for transparent regulation of the gambling market. It will provide oversight and collect data on bets, payouts, licenses, and the activities of gambling establishments.

 

The online monitoring system will be built on our low-code platform Liquio. It is the foundation of the state portal “Diia” – the main digital service for citizens of Ukraine. Other landmark GovTech solutions have also been implemented on Liquio: services such as eMalyatko, eResident, eEntrepreneur, and other high-load systems.

 

Liquio supports integration with artificial intelligence and is included in the international GovStack catalog as a recommended technology for creating digital government services. The platform has also received a certificate from the State Service of Special Communications and Information Protection of Ukraine with a G2 assurance level. This means it meets state standards for technical information protection and can operate with resources that have increased security requirements.

 

To work on the online gambling monitoring system, we have engaged key Kitsoft specialists who possess unique experience and deep expertise in creating state digital systems. Using Liquio makes it possible to implement the project at the level of international standards, particularly in the field of security and data protection

What tasks Kitsoft is solving at this stage

  • Millions of operations daily. The system will process large volumes of data in real time. For this, Kitsoft applies a modern architecture that can continuously scale with the growing volume of data.
  • Player data protection. The system will not store open personal data of players – they will automatically be converted into special identifiers (hashes). It will be impossible to identify a person through them. But in cases where there is a legal basis (for example, a court decision), the State Tax Service or PlayCity will be able to compare their data with the identifiers in the system and obtain information only regarding a specific case. This makes it possible to check necessary transactions without disclosing the personal data of all users.
 

The Kitsoft team organizes joint brainstorming sessions: developers create and test prototypes, analysts model scenarios for the Tax Service’s work. The contracting authority, PlayCity, shares market expertise and its vision of how the system should function in practice. This approach allows for rapid idea validation, solution improvement, and progress toward a result that meets both technical requirements and the real needs of the state.

 

What the system will include

1. Electronic cabinets:

  • for gambling organizers – to register their activities and receive unique tokens for connecting organizers’ online systems;
  • for PlayCity and the State Tax Service of Ukraine – to view analytical reports and monitor the organizers’ activities.

2. A data collection and processing service for financial transactions, designed for high loads: from bets and winnings to payouts and fund transfers.

3. A reporting system that will provide a full set of gambling market indicators, including information about organizers and gambling establishments, equipment and issued licenses, financial flows (accepted bets, paid winnings, refunds), player activity by game types, as well as key coefficients and payout percentages (including for each slot machine and online game).

4. An information and communication system of registers containing data on all gambling organizers and their licenses. It covers five main registers: organizers of casinos in establishments, online casinos, bookmakers, slot machine halls, and online poker.
