ITU has contributed to the creation of a safe digital environment in schools

The IT Ukraine Association has contributed to the development of recommendations on protecting children from harmful content in the educational environment. Access to technology must be combined with effective safeguards to protect children from content that could harm their psychological well-being and safety.Together with the Ministry of Education and Science of Ukraine, the Ministry of Digital Transformation, the State Service of Special Communications, the Security Service of Ukraine and the Cyber Police, ITU has developed methodological recommendations on filtering Internet access and countering harmful content in educational institutions.The recommendations envisage the creation of a multi-level protection system covering:
Provider level — requests to service providers to activate centralised filtering (“Clean Internet”);
Educational institution network level — configuration of DNS filtering, SafeSearch and network segmentation;
Device level — use of browser settings and parental control functions on computers and tablets.
The document also contains a list of content types recommended for restriction: scenes of violence, terrorism propaganda, hate speech, information about drugs, alcohol, tobacco, weapons, gambling, adult content and other digital threats.Special attention is given to educational materials for teachers, parents and pupils on cyber hygiene and safe online behaviour. Importantly, the recommendations were prepared in line with the objectives of the National Strategy for creating a barrier-free environment in Ukraine and the principles of digital accessibility, ensuring that every child has equal and safe access to the educational environment.We thank ITU Member — CyberLab and FSG — for developing methodological recommendations for pupils and teachers, as well as our partners Dignity Online for their expert support.The full text of the order and recommendations is available via the link.
