IT Tool for Holodomor Crime Analysis by INFOTECH

IT Tool for Holodomor Crime Analysis by INFOTECH

Publication date:

  • 04.12.2025

Publication from:

INFOTECH

Specialists from the state-owned enterprise INFOTECH, ITU Member company, have successfully completed an important stage in the modernization of the Electronic Map of the Holodomor. This large-scale GovTech project demonstrates how modern technologies can transform thousands of pages of archival documents into a powerful, accessible, and multifunctional research tool with forensic value.

The updated functionality was presented at an international roundtable at the Ministry of Internal Affairs of Ukraine. The implementation of this project is a direct response to the challenges of modern warfare, providing online access to facts about the crimes of the totalitarian regime and countering Russian propaganda.

The SE INFOTECH team applied advanced data processing and geospatial visualization (GIS) practices to create a comprehensive analytical system:

  • Heatmap for Researchers: The map incorporates a unique visualization method that allows researchers to identify, structure, and visualize the locations of the largest and smallest recorded cases of cannibalism resulting from crimes committed by the communist totalitarian regime. This layer allows the study of the spatial logic of repression, which is invaluable for historical and legal research.
  • Extended Chronology and Multilingualism: The map covers all key periods of mass artificial famine (1921–1923, 1932–1933, and 1946–1947) and includes an English version. This is a strategic step towards spreading the truth about genocide among an international audience and the scientific community.
  • Structured Documentary Database: Each event on the map has a detailed, structured card that contains not only geographical data but also key documentary attributes, ensuring the highest level of transparency and data reliability.

The SE INFOTECH team continues its work, focusing on expanding the source base and integrating new analytical tools into the Map. This will further enhance the research value of the resource, providing the legal and historical community in Ukraine and around the world with the most verified data and a technological platform for studying the crimes of totalitarian regimes.
