The absence of comprehensive analysis for six years created a significant information vacuum. The last systemic market overview was conducted in 2019; since then, both economic conditions and the very structure of the IT business have fundamentally shifted.

 

In an environment of persistent risk, up-to-date data serves as more than just an analytical tool—it is the bedrock of strategic decision-making. Consequently, gaining an objective understanding of the current state of Dnipro’s IT ecosystem became a paramount objective for the business community, local authorities, and the educational sector.

 

Dnipro IT Ecosystem Research 2025 is a unique study that treats IT as a cohesive ecosystem. It encompasses the business environment, education, infrastructure, markets, human capital, and engagement with government bodies. This holistic approach reveals not only the scale of the industry but also the internal logic of its operations and its potential drivers for growth.

The study was based on the integration of three distinct data sources:

  • Surveys of IT professionals;
  • Surveys of IT company directors and top managers;
  • Analysis of open and public data.
 

To ensure the accuracy of the findings, a triangulation method was employed. This approach allowed for the minimisation of errors and the formation of a highly objective market overview.

 

Key Insights into the Dnipro IT Ecosystem

The research findings confirm that, despite challenging security conditions, Dnipro maintains its standing as one of the country’s leading IT hubs.

  • Industry Presence: There are 242 active entities within the regional IT ecosystem, comprising 227 specialised IT companies and 15 internal IT departments.
   
  • Workforce Scale: Up to 19,000 IT professionals are active in Dnipro and the surrounding region (excluding freelance workers).
  • Geographical Distribution: 91% of specialists reside within the city limits, with the remaining 9% located in the wider region.
   
  • Leading Verticals: The most developed sectors include FinTech, E-commerce, Healthcare, and Open Data, alongside MilTech, which is demonstrating steady growth.
 

The high concentration of talent combined with a robust industrial foundation positions Dnipro as one of Ukraine’s most resilient IT hubs. These factors create a fertile environment for innovation, even under significant external pressure.

 

The Economic Impact of IT on Dnipro

The IT sector plays a pivotal role in the resilience of the regional economy by generating significant tax revenue, creating high added value, sustaining employment, and mitigating brain drain. Core Economic Indicators:

  • Approximately $60 million in annual tax revenue, two-thirds of which remains within local communities.
  • Every third hryvnia of Unified Tax in the city budget is contributed by IT professionals.
   
  • The average monthly donation from an IT specialist stands at $180.
   
  • In 2024, the IT industry attracted $4 million in Foreign Direct Investment (FDI).
   
  • Gross Value Added (GVA): The sector generated $340 million in added value in 2024, accounting for roughly 3% of the region’s total GVA.
  • The share of added value in IT company revenues ranges from 50–70%, significantly higher than the 24–28% average found in most other industries.
  • 80% of total revenue is derived from exports.
   
  • The IT sector creates a multiplier effect of 2.5 additional jobs in adjacent sectors; consequently, the “employment chain” supports over 43,000 people.
   

Challenges Facing the Industry in 2025

Alongside positive trends, the research identified several systemic risks. The most significant of these is the security situation. Persistent threats and instability directly impact business operations and complicate the recruitment of new talent.

 

Furthermore, the report highlighted the growing issues of professional burnout and cognitive risks. These factors influence both executive decision-making and the overall efficiency of teams.

 

Talent and Educational Discrepancies

The research identifies several systemic challenges, most notably a shortage of junior-level specialists. This trend is driven by the relocation of young talent and a significant reduction in entry-level vacancies offered by companies. Furthermore, the educational system is struggling to adapt at a pace that matches the evolving requirements of the market.

 

In addition to these structural gaps, there is a notable deficit in product-related competencies and an increasing level of complexity within the sales process.

The research has identified key strategic pillars for the future evolution of Dnipro’s IT ecosystem:

  • Model Transformation: A gradual transition from traditional outsourcing (service-based) models to product-oriented businesses.
  • Strategic R&D: Reimagining approaches to Research and Development with a primary focus on long-term value creation.
  • MilTech Priority: Developing Military Technology as a core strategic vertical for the region.
  • Regional Branding: Cultivating a robust and competitive technological brand for the Dnipro region on the global stage.
