Members of the CyberTech Committee of IT Ukraine Association held a closed working meeting with representatives of the Tallinn Mechanism Project Office (TMPO) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, focused on opportunities for Ukrainian cyber companies to engage in projects aimed at strengthening Ukraine’s cyber resilience.
The Tallinn Mechanism is an international initiative established in 2023 to support Ukraine’s civilian and critical infrastructure. It brings together partner country governments, donor organisations, and project implementers to coordinate international assistance in the areas of cybersecurity and digital resilience.
During the meeting, Tallinn Mechanism Project Office Director Olesia Danylchenko: — outlined the development of the initiative over the past two and a half years; — highlighted TMPO’s key achievements over the past year; — presented the tools that are already available and useful for Ukrainian companies today.
To date, seven projects have been completed within the Tallinn Mechanism, funded by Canada, the Netherlands, and the United Kingdom, with a combined value of over UAH 300 million. More than 20 projects are currently under implementation, supported by the governments of Sweden, Italy, Norway, the United Kingdom, Germany, the Netherlands, and Estonia. A further approximately 70 projects are under consideration by donors for future funding.
During the meeting, the TMPO team gave particular attention to the benefits that the Tallinn Mechanism Platform offers to private cyber companies. The Platform facilitates business networking in the field of cybersecurity and supports the development of international public-private partnerships. Through the Platform, the private sector can access information on active tenders and other opportunities to participate in joint Tallinn Mechanism initiatives, including grant programmes. Within five months of its launch, over 170 companies from 22 countries have registered on the Platform.
TMPO representatives provided recommendations on approaches to tracking open opportunities, explained the logic behind project engagement, and outlined the criteria companies should consider when identifying initiatives for collaboration.
Developing international public-private partnerships in the cyber domain is one of TMPO’s foremost priorities. This is a mutually beneficial collaboration: international partners help Ukraine implement cutting-edge solutions and strengthen its cyber capabilities, while Ukraine shares its unique, hands-on experience of countering cyberattacks in conditions of armed aggression. This exchange of knowledge and expertise strengthens both Ukraine and the broader international cyber community,
said Olesya Danylchenko.
Member companies of the CyberTech Committee engaged in an active discussion on the practical aspects of participation in Tallinn Mechanism projects. Key topics included the types of projects eligible for support, requirements for potential implementers, selection criteria, and possible limitations that should be taken into account at the project concept stage.
For Ukrainian CyberTech companies, it is now critically important to be not merely providers of technology and services, but full participants in international cyber resilience development programmes. Meetings such as this allow us to better understand the needs of the public sector, the operating principles of international donors, and the mechanisms for project participation. Our role as the CyberTech Committee is to create opportunities for direct dialogue between Ukrainian businesses and international partners, so that as many Ukrainian companies as possible can contribute to strategically important initiatives for Ukraine,
