On 4th November, the WINWIN Summit 2025: The Power of Innovations took place – an international event that brought together representatives from the public sector, business, science, education, and international organisations to define the next steps in the development of Ukraine’s innovation potential.
During the summit, the first results of the implementation of Ukraine’s Global Innovation Strategy WINWIN 2030 were presented, focusing primarily on the fields of artificial intelligence, medical technologies, biotechnology, semiconductors, and GovTech.
Technology and innovation are the driving forces behind our resilience and the next economic leap — and, ultimately, tools to improve citizens’ quality of life. We are moving from a Digital State to an Agentic State — where artificial intelligence helps make decisions, automates processes, and enables fast and effective interaction between government and citizens. This is the path that will allow Ukraine to become a technological leader in Europe,
– said Mykhailo Fedorov, First Deputy Prime Minister for Innovation, Education, Science and Technology, and Minister of Digital Transformation of Ukraine.
AI serves as a catalyst for transformation within the WINWIN Strategy — a technology that reinforces each of its priority sectors and defines a new trajectory for Ukraine’s digital and economic growth. Ukraine aims to enter the global top three countries in AI development and public sector integration by 2030, strengthening its technological sovereignty and leadership in innovation.
At the summit, the Ministry presented the draft of the National Artificial Intelligence Development Strategy, designed under the WINWIN AI Center of Excellence — the first CoE established within the broader WINWIN framework. The document outlines how the state will integrate AI across key areas — from governance and education to healthcare, defense, and business. The vision was presented by Luukas Ilves, Advisor to the Minister, and Oleksandr Bornyakov, Deputy Minister of Digital Transformation for European Integration. Following consultations with experts, academia, and business, the next step will be a public discussion of the Strategy and its phased implementation through the WINWIN AI CoE.
To realize this vision, the Ministry of Digital Transformation is building Ukraine’s technological sovereignty in AI — developing national models, infrastructure, and partnerships for domestic innovation. During the summit, the Ministry and NVIDIA, one of the world’s leading AI and high-performance computing companies, announced a joint initiative to strengthen Ukraine’s capacity to develop a sovereign AI ecosystem and integrate innovation across both public and private sectors.
In partnership with Ukraine’s largest telecom operator, Kyivstar, the Ministry has also begun developing a national large language model (LLM) trained on Ukrainian data. In parallel, the AI Factory is being implemented — soon to become Ukraine’s first state-led project for developing and testing AI solutions. Based on it, an AI Assistant in Diia and an AI Tutor on the Mriia educational platform will operate.
Innovation is a combination of global expertise, strategic vision and national potential. Today, partnerships between government, business, academia and international organisations are transforming innovation from individual projects into systemic solutions that strengthen the country’s technological capacity. We strive for Ukraine to become, by 2030, a country where innovation and partnerships are the main drivers of economic growth, recovery, and high quality of life,

Ukraine is also expanding its cooperation with ElevenLabs, a company developing voice AI technologies. Its solutions will be integrated into Diia, Mriia, and other internal government tools.
As part of the session “Innovation as a Strategy: Ukraine’s Path to Economic Resilience,” a Government Panel took place, focusing on the role of digital innovation in transforming public governance and driving economic growth.
The discussion was moderated by Daniel F. Runde, Senior Advisor at DevTech Systems and the Center for Strategic and International Studies (CSIS).
Panelists included Jacques Gerber (Government of Switzerland), Tõnu Grünberg (Ministry of Justice and Digital Affairs of Estonia), Martin Åberg (Ambassador of Sweden to Ukraine), Valeriya Ionan (Advisor to the First Deputy Prime Minister and Minister of Digital Transformation of Ukraine), and Ebba Busch (Deputy Prime Minister and Minister for Energy, Business and Industry of Sweden).
During the WINWIN Summit, seven international cooperation documents were signed — memorandums and a letter of intent aimed at implementing the WINWIN Innovation Development Strategy and strengthening international cooperation in the field of technology and innovation.
They include:
- Memorandum of cooperation between the Ministry of Digital Transformation of Ukraine and Eleven Labs Inc.
- Memorandum of cooperation between Ukraine, the United Kingdom of Great Britain and Northern Ireland and the Republic of Estonia
- Letter of intent between the Ministry of Digital Transformation of Ukraine and the Kingdom of Sweden
- Memorandum of cooperation between the Ministry of Digital Transformation of Ukraine and University College London
- Memorandum of Understanding between Chemonics Group UK Limited and the Ministry of Digital Transformation of Ukraine
- Memorandum of cooperation between the Ministry of Digital Transformation of Ukraine, the Ministry of Health of Ukraine, the Feofaniya Clinical Hospital, and Gutsee Health Limited
- Memorandum of cooperation between the Kyiv School of Economics and the National Semiconductor Association of Ukraine.
One of the first practical projects to be implemented within the signed partnerships will be a joint initiative between the Ministry of Digital Transformation, the Ministry of Health of Ukraine, Feofaniya Hospital and the UK biotech startup GutSee Health. Thanks to this cooperation, Ukraine will be the first in Eastern Europe to pilot an AI-powered phage therapy technology — an approach that uses artificial intelligence to select viruses that fight antibiotic-resistant bacteria. This technology could become a new treatment tool for Ukrainian soldiers and veterans with severe injuries — faster, more accessible and less costly than traditional methods.
Another step toward modernizing healthcare will be the launch of the MedTech Sandbox — a space for safely testing innovative medical technologies in clinical settings. The initiative will enable new solutions to be trialed in hospitals while ensuring full compliance with safety standards, ethical oversight, and data protection requirements. This will help accelerate the adoption of modern technologies in healthcare and make them more accessible to patients.
During the WINWIN Summit 2025, a number of initiatives implemented within the Strategy were also presented:
- The National Semiconductor Association of Ukraine presented the draft of the strategy for developing the microelectronics sector, and
- The draft of the sectoral strategy for unmanned and autonomous systems (AUV) was unveiled.
Innovation is about implementation and collaboration. It’s about real change and strengthening the country. Innovation connects the IT industry with other sectors, with all of Ukraine and the world. That’s why we organised this summit — to show the power of Ukrainian technologies and to create a space where partnerships are born that can scale change,

A separate focus of the WINWIN Summit 2025 was the Startup Alley, where Ukrainian teams presented their innovative solutions created for global markets.
Among them were Profeed (AI solutions for livestock data analytics and precision feeding), Softbook (interactive educational products for developing digital skills), Sensorama (a VR/AR platform for training and industrial simulations), Ovul (an AI platform for women’s reproductive health), 3D Metal Tech (innovations in industrial metal 3D printing), Esper Bionics (next-generation bionic prosthetics), Melt Water (technologies for water purification and reuse), Wantent (AI analytics of emotional responses to content), Deus Robotics (robotic solutions for warehouse and logistics automation), and CheckEye (an AI platform for early diagnosis of retinal diseases).
The WINWIN Summit 2025 proved convincingly that Ukraine not only maintains technological resilience in times of global challenges but is also shaping a new wave of innovative development. The event demonstrated that innovation is a resource of strength, trust, and recovery, and Ukraine is one of the drivers of global technological transformation.
