The IT Ukraine Association participated in an OECD Competitiveness Outlook 2026 working session — a meeting at which the OECD aligns its preliminary findings with Ukrainian stakeholders ahead of publishing the final report covering Ukraine, Armenia, and Moldova.
One of the central topics of discussion was education and skills development — an area that directly affects the competitiveness of the economy and the ability of businesses to find professionals with practical experience.
The OECD notes that despite an existing regulatory framework, dual education in Ukraine has yet to become mainstream. Currently, it covers only 7.6% of vocational education and training (VET) students and just 1.4% of enterprises. The obstacle is not a lack of legislation, but an overly complex model for employers: contracts, curriculum approvals, record-keeping, and administrative burden.
A genuine rollout of dual education requires not new regulation, but a simplification of the existing model. This means standardised rules of engagement, a ready-to-use document package, incentives for businesses, and regional skills forecasting synchronised with actual labour market needs.
