The Estonian Centre for International Development (ESTDEV) and partners have published an international public procurement for the implementation of cybersecurity projects that will boost Ukraine’s cyber resilience.
The purpose of this public procurement is to sign framework agreements with partners for the procurement of goods and services related to cybersecurity. It enables ESTDEV to implement various cybersecurity initiatives over the next four years, some of which will be implemented under the Tallinn Mechanism. In particular, a range of cybersecurity projects funded by the Swedish International Development Cooperation Agency (Sida) in Ukraine will be one of the first projects implemented under this framework in 2025–2027.

The deadline for submitting the tenders is December 16, 2025. The tenders can only be submitted through the Estonian Public Procurement Register. In order to submit your tender, sign-in with a digital ID is required.
The procurement consists of three parts and the collective estimated cost of this procurement is up to €27 million over the course of four years.
The public procurement for the conclusion of framework contracts is divided into three parts, in all of which tenders may be submitted if desired:
A framework agreement will be signed with up to 7 successful bidders in parts 1-2 of the procurement, and with an unspecified number of bidders in part 3. Under the framework agreement, mini-competitions will be organised for the implementation of specific projects, which may have additional and more specific conditions. Bidders should take into account the need to involve local partners in the implementation of the project in the target countries.

The procurement’s budget for the first activities in Ukraine is funded by the Swedish International Development Cooperation Agency (Sida) within the framework of the Tallinn Mechanism, supporting Ukraine’s civilian cyber resilience.
The Tallinn Mechanism (TM) was launched in 2023 as an international response to growing cyber threats and russia’s ongoing aggression. It is an international initiative aimed at supporting cybersecurity, strengthening cyber defense and cyber resilience, as well as developing Ukraine’s civilian cyber potential through systematic coordination of international assistance in the field of cybersecurity.
As of October 2025 TM includes 13 countries: the United Kingdom, Denmark, Estonia, Italy, Canada, the Netherlands, Germany, Poland, the United States, France, Sweden, Norway, and Finland. The EU, NATO and the World Bank are official observers. Currently, the United Kingdom is the leading nation of the initiative.
