Digital State UA — A Global Platform for Digital Solutions and GovTech Innovation — Launched

We proudly present Digital State UA — the first Ukrainian platform that represents the country’s entire digital ecosystem on a global scale. The platform highlights how Ukrainian technologies, digital solutions, and innovations are transforming not just on the state level, but the entire IT sectors — Tech, GovTech verticals.

   

Mission of the platform is to reshape global perceptions of Ukraine, establishing it as a leader in innovation and digital resilience. We aim to demonstrate how digital technologies, developed and tested amid significant challenges, can strengthen democracies, enhance government transparency, improve efficiency, and provide citizen-centric solutions.

 

We continue to build the most convenient digital state in the world — for citizens and for the tech industry. When it comes to digitalisation, Ukraine is not just adopting the experience of other countries, but also implementing technologies and innovations that are of global interest. That’s why we are launching the Digital State UA — to highlight, through real cases, how digitalisation is transforming Ukraine. The portal will serve as a window for the global community, bringing together government initiatives, the public and private sectors, and strengthening Ukraine’s image as a digital leader in Europe,

The portal showcases Ukraine’s achievements in GovTech, IT, and Tech in both English and Ukrainian. Ukraine has already proven that a digital state can be fast, efficient, and convenient for its citizens. We have become an example for many countries in the field of digitalization. The Diia app, with over 22 million users, and the government’s Diia web portal, offering 130+ digital services, including electronic documents and digital signatures, have radically changed the way government services are perceived. Diia.City, with the best IT tax regime in Europe, now hosts over 1,600 residents.  On the Diia.Education platform, 2.4 million users are improving their digital literacy.

 

Ukraine is ranked among the top five global leaders in the EGDI index, demonstrating significant progress in digital services. We have transformed communication between the state and citizens, learning from the experience of leading digital countries, and we are ready to share our expertise with the world. This is not only about digital products but also a new approach to building a state with open code and flexible solutions to foster the development of the tech industry. Ukraine is collaborating with other countries, sharing expertise and opening the Diia code. The Digital State UA platform will be an important tool for promoting Ukraine’s digital brand and advancing the Ukrainian GovTech, IT, and tech sectors in international markets, supporting business growth through new investments and partnerships,

Digital State UA not only highlights projects from the Ministry of Digital Transformation but also represents the entire Ukrainian GovTech, IT, and Tech sectors, showcasing examples of collaboration between the government, civil society, and the private sector. We aim to increase the interest of investors and international partners in cooperating with Ukrainian companies to develop and implement innovative solutions on the global market.

 

On the Digital State UA platform:

 
  • Introducing the world to digital Ukraine — how Ukraine’s ecosystem is built, the initiatives it comprises, and how it operates at national and regional levels.
  • Demonstrating real-world cases — success stories of Ukrainian digital products and services that are making a difference and changing the lives of millions.
  • Highlighting Ukrainian GovTech and IT solutions with the potential to scale in global markets.
  • Featuring international and Ukrainian research (such as from Brookings, the World Bank).
  • Publishing expert columns from government representatives, fund leaders, international company executives, startup CEOs, and digital transformation pioneers — those shaping the future of technology in Ukraine and worldwide.
 

In the third year of the full-scale russian invasion, Ukraine launches a platform that tells the world about its digital solutions. To me, this is very symbolic: we are not just a country in need of support. We are a country that, thanks to this support, is creating technologies capable of changing the world. The Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation in partnership with the Ministry of Digital Transformation for over ten years, convincingly proves this: our GovTech solutions — and not only them — can be scalable, effective, and useful to other countries. And we are eager to share this experience with the world,

The creation of content for the portal involves leaders from Ukraine’s tech sector, international analytical centers, civil society initiatives, and media. Their publications are already available on the portal. Digital State UA will continue to be updated with news through collaborations with the IT Ukraine Association, GovTech Alliance of Ukraine, Global Government Technology Centre in Kyiv, Diia.City United, and Scroll.media.

 

It’s time to join forces to accelerate global digital transformation, share innovations with the world, and open new opportunities for Ukraine.

 

Digital State UA is a platform for governments seeking to adopt Ukraine’s digital transformation experience, for international businesses and global investors looking for new opportunities in Ukraine’s IT sector, for startups and tech companies wanting to scale innovations, and for international media and analytical centers tracking global technology trends. We aim to show the world how Ukrainian digital solutions are already providing millions of citizens with transparent and efficient interaction with the government, enhancing trust, reducing bureaucracy, and transforming public services into convenient solutions.

 

Ukraine has valuable insights to offer the world, and Digital State UA will serve as the platform to amplify those voices globally.

The project is implemented by the Ministry of Digital Transformation of Ukraine and became possible with the support of USAID and UK Dev under the DTA program, which was executed by the Eurasia Foundation, and the support of Switzerland under EGAP Program, implemented by East Europe Foundation.
