Applications Open for the “ERP Vouchers for MSMEs” Programme

Micro and small enterprises in Ukraine have the opportunity to receive a voucher to transition to high-quality software under a pilot programme supported by European donors.

 

The programme aims to accelerate the digital transformation of Ukrainian micro, small and medium-sized enterprises (MSMEs) by replacing hostile software (1C, BAS) with modern ERP solutions. This will ensure a higher level of security and business competitiveness.

 

The voucher programme for small businesses is a tangible step towards the digital transformation of Ukrainian enterprises, with a real impact on their security, resilience and growth. The ‘Hostile Software’ project implemented by the Association combines legislative initiatives, promotion and education, as well as the deployment of practical tools to replace Russian software with reliable solutions. We are grateful to our partners for supporting this pilot voucher project, which enables businesses to quickly and safely transition to modern digital solutions, creating long-term value for Ukraine’s economy,

Who can apply?

 

Applicant enterprises must meet the following mandatory requirements:

  • Legal status: registered in Ukraine as a legal entity or a sole proprietor (Group 3).
  • Business size: – Micro enterprises: up to 10 employees; annual turnover up to EUR 2 million. – Small enterprises: up to 50 employees; annual turnover up to EUR 10 million.
  • No sanctions risks: the enterprise and its beneficiaries have no ties to the Russian Federation/Republic of Belarus, are not subject to sanctions, and do not operate in temporarily occupied territories.
  • Transparency: not undergoing bankruptcy or liquidation and with no outstanding tax arrears.
  • Co-financing readiness: ability to ensure continued software support after the voucher period ends, outside the project (capacity for sustainable development).
  • Operating history: at least two years of business activity.
 

Target sectors

 

The programme targets companies operating in sectors with high added-value and export potential:

  • Food industry: food processing and production.
  • Woodworking and furniture manufacturing: deep processing and finished products.
  • Light industry: textiles, clothing and footwear.
  • Electronics and instrumentation: manufacturers of high-tech products.
  • IT companies: developers of proprietary digital products or service exporters.
 

Social priorities

 

During selection, preference will be given to:

  • Women-led businesses: enterprises owned by women or where women hold over 50% of management positions.
  • Veteran-led businesses: enterprises founded by veterans or those actively employing veterans/IDPs.
  • Businesses from de-occupied or war-affected regions: including relocated enterprises.
 

How is digital need and readiness assessed?

 

Applicants must demonstrate:

  • Clear need: a justified explanation of how an ERP system or software will address a specific problem (e.g. accounting automation, migration from Russian software to secure alternatives, financial optimisation, etc.).
  • Team availability: a designated in-house responsible person to oversee the implementation process.
  • Technical readiness: minimum required infrastructure for cloud-based or on-premise software (modern PCs, internet access, uninterruptible power supply, licensed antivirus software not of Russian origin).
 

What costs can the voucher cover?

  • Payment for software licences/subscriptions (for up to 6–12 months) listed on the Business Digital Solutions Marketplace.
  • Customisation and implementation services tailored to the customer’s business processes.
  • Data migration from previous systems.
  • Staff training on using the new digital tool.
 

Important: A prerequisite for participation in the competitive selection is completion of the free online course “ERP Systems for Business: Selection, Implementation, Results” on the platform https://business.diia.gov.ua/ and/or possession of a certificate confirming course completion.
